There are actually situations where Dual tanking works.
I know it sounds far fetched, but its true. I was bored the other day, and I ended up thinking about wether Dual tanking could work at all, and I found a very specific situation where it DOES work.
Ok, so you got a ship with 1000 shields, 1000 armour and 10 000 structure. You have a armour repper and a shield booster fitted.
You are facing a enemy who do 1999 Damage for every hit, but you can repair your armour up to full and boost your shield up to full before every volley.
If you are not Dual tanked you will only be able to sustain the first volley, but the second volley will do 999 structure damage, so you will eventually die from the damage that bleeds trough. If you are dual tanked, you will never bleed trough to armour, and in this very specific and unlikely to happen situation, you will actually be better of with a dual tank than anything else.
In conclusion Dual tanked setups may work in a very specific situation.

Working in a situation where your opponent can strip your entire none-structure hp in a single volley is going to give very similar results to not working at all.
