Sometimes in 0.0 you can find a belt that has no npc rats for hours. In a frigate you will always find a roid to mine before players or npc come after you. Just warp away and keep warping if its a PC.

Also have you ever really looked at the map. 0.0 is bigger than you think. Do you really think they can find you in 20 roid belts in any system? Once you get in 0.0 you can go and do whatever you want. The more that come the harder it will be for them to swat you. Like a shark in an ocean, yeah they are scary but the ocean is a big place and you always can see that fin(local chat and map).

Hmm... Sounds like CFS to me.
The CFS regions are free to mine for all who are not considered hostile by CFS or FA. (Typically, this means that you're not a member of a known pirate corp or an alliance known to be hostile such as the CA.)
