It is acknowledged that an initial terms of reference (ToR) of a sort was pulled together at the linked to dev blog
I request that the CSM formalises this and then has them stickied where they can be easily found by the player base.
It is appreciated that the CSM is just begininng, discussions are ongoing and the CSM concept will evolve over time as lessons are learned and things are shaped.
It would however be favourable to have a reference point to see if the CSM is operating as it has been designed to do and that our elected representatives are doing as we expect inline with the the CSM ToR

I agree 100%....how are we to know if they are breaking the rules if we do not even know what the rules are.

Just for clarity, are you referring to "A short rundown of what the CSM will do:.." and the following bullet points and paragraphs, or one of the linked documents?

I would suggest it would be something new that would take parts from each as the current documentation only covers things to a point and does really cover of the accountability aspect to the electorate.

I agree. Better accessibility to the rules and workings can only make the CSM more popular.

Ok, IIUC: Basically the FAQ/Rules on how the CSM operates. A lot of the discussion at the moment and from the first CSM meeting was filling in the gaps of stuff that wasn't defined.
Makes good sense to me to publish it (All the ground-work needs to be written down for future CSMs as well).

Maybe I am interpreting it wrong, but I believe the OP is asking for a clear "mission statement"?
Which would be a good idea - there were many differing ideas on what the CSM was setting out to do during the election.
