I'm considering this char, its lower SP than you asked for...
SP 5.5mil - Can fly a nice Drake setup perfect for lvl3's
I was going to hold off for another month or so, but if you are interested skills can be seen here.
Will sell for 1bil.

While I'm not officially pushing to sell this toon, I would consider selling her if you're interested. She has VERY high standings w/ the Caldari faction (+7.52) meaning you can run ANY L4 agent w/ ANY corporation within Caldari space. In addition to that, the standings grind for the 2 R&D corps is finished, so you can use any R&D agents from Lai Dai or Kaalakiota.
She has decent enough missile/gunnery skills to do L4s (I've completed more than a few w/ no problems), but she still has room to grow. T2 tank for a Raven is doable in a couple days.
She's also got the skills to sit in Gallente HACs (though I need to finish training Armor skills), and can effectively use Caldari HACs in less than 2 days (need to finish Caldari Cruiser 5). She's AF, SB, Covops capable, and already has Battlecruisers trained to L5 (Commandships aren't a far leap for this character).
Her learning skills are done (L5 basics, L5 advanced, with the exception of Charisma and Willpower @ L4) and her attribute distribution has been laid out for maximum efficiency of training for non Charisma based skills (character trains on average 3% faster than an Achura w/ a 9/9/9/9/3 attribute layout).

If you are still looking consider me - I have higher skills than you asked for (22 mil) perfect missiles and gunnery (only smal missiles and hybrids specs but all support to V) intercepter V cal frig V gal frig V Asault ship V (hawk will walk lvl 3 missions) destroyer V excellent shield skills (all main skills to V shield comp skills just started so low) would take about a month to get cruiser V and be in caldari hacs. If you were to offer the 4 bil the char would be yours with transfer payed make me an offer if you are interested...
