Bah.. The Jove are way to nerdy to conquer the galaxy. The only reason they beat the Amarr is because at that time the Amarr were a little too unflexible on fleet tactics. This time around I think things would be much different. 
That, or the Amar general leading the attack sent them his battle plans along with is escape plan so that they would be ready to backhand the Amarian fleet. -----------------------------------------------

Not all is at it seems, young one. There is no "good" or "bad" side here, just shades of grey. If you can't see through the deceptions I ask you to refrain from judgement, because certainly what you see on the news is the least believable account. Instead, ask yourself: who has something to gain by this? Who loses? War is only a profitable venture for those people who manipulate others into getting killed for them. But this is not only about money. There is a force in this universe, which is right at this moment gaining momentum, and power, controlling the conflict from the shadows.
Reason will once more be substituted by battleships and guns. We all will have to decide where our allegiance lies, and there is only death waiting at the end of the line.

The Caldari look to the bottom line, which is usually the benefit to their society as a whole and not an ISK figure. Economic power, military might, and technological superiority are their goals and tools, since they lack an overwhelming degree of any of these it is hardly beneficial to go to war at this time. Indeed the very threat of war on the horizon requires a restructuring of the State to ensure it is even ready to fight an outside threat.
The Amarr have had two peaceful emperors of late, not the mention the fact that even a warlike one knows that the reclaiming is going to need a bigger force than they can field. Now would be a time for the Empire to build towards conquest or defense, not to go making another ill-prepared attempt at re-reclaiming the Minmatar.
This and various social and political factors leave the Gallenteans and Minmatar as the easiest people to manipulate into setting the cluster aflame.
The real question isn't why they are prompting war, but who is setting up the dominoes that are pressuring them in this direction.

Personally I suspect the Jove either as a counter-play against the Enheduanni (provided they aren't actually a Joivian faction and that they exists at all) or as a stimulus to further the development of the capsuleers in their ongoing project to cure the Joivian disease.
