The problem isn't so much that they steal, it's that they use game mechanics to prevent miners from being able to retaliate.
Here's how it works, they stay in .5+ systems and fly in and take your ore. If you open fire on them it's considered aggression and concord blows you up.
Because of this you have no defense, other than training up a kestral pilot alt with cruise missiles.
Not only that they stay in the newbie corps so you can't declare war on them.
They are griefers, plain and simple, and I wouldn't mind that so much if there was a way to grief them back, but there isn't, and until there is a way to see who their main is, or a way to defend your ore they will continue to abuse game mechanics to grief.

on the rare occations i mine in 0.5 and up its always to help a noob. your scum if you steal froma noob. If you have cajones come try to steal my ore in 0.4-0.0 that might actually border on playing eve
