I suspect that if/when contact is eventually made, we would have been watched long enough that THEY will make up their minds who to talk to. The basic philosophy of the aliens will likely determine who. Anyone who has the hubris to think that their country will somehow has a say in the matter is going to find themselves sadly mistaken.
Any aliens who do contact us would probably have been through this sort of thing before, and likely have a protocol which has been refined through centuries of experience.
Though I do suspect that we simply won't be contacted until we stop killing each other. That, I am afraid, will likely never happen.
