I'm not sure how implementable this could be, but...
after a few minutes of combat.. if the pirates haven't been able to take your shields down below ~90% they could give up.. try to warp out or call for help.
this would give another dimension to the battles you fight and give you an even greater dissadvantage if you're mining in a inustrial.
(right now, a serpentis drug courier can't get my shields down below said 90% no-matter how hard he tries.. all thanks to a civ shield booster... so he'd call for support, making me have to run).
just an idea..

Have it so that pirates stop showing up for a while as well.
It would prevent a "high level" player from camping a spot that is too low for him.

read deeply before you post and ponder. ;)
if they after a minute can't make a single DENT in the shield, they either call it quits or call for backup.. backup being another frigate of the same kind, perhaps?
now if a newbie came into a 0.8 system and started popping pirates (and this is doable in an Atron or Executioner.. and even a n00bship, with teh right equipment) ... then most likely their shields would most likely GET dented a bit, just like they are now.. thus.. no backup.. no retreating pirate.

I like that idea Karma. It's totally unrealistic for a pirate to sit there and attack my cruiser for 30 minutes and never put a dent in the shields.
