Do a trade with him for an item/items worth what he is loaning from you.If they can not provide this then it's a risky thing you are doing when you loan cash.Keep in mind that the items you get as collateral are worth the amount if you sell them for the cheapest market price , just to be sure.Remember in eve you NEVER can have a secure loan so this is the only way you can do it ion the safest way.

i havn't got any, couse i was thinking like this: i loan money from you by contracct i havn't ot anything to ive yo of that worthy so i was thining that we could set up a 3 days long loan so i can fix wht i need ad then you will get back your money again after 3 days=)

Aye, as Steintz said: no collateral, no loan. There's almost no repercussions for a default on a "handshake" agreement in Eve, which most experienced players either already know, or are likely to learn painfully.
If you really need 650M and you have no collateral and insufficient time to earn/steal it in game, then the only other option is to buy (with real cash) game time codes (GTCs) and sell them for in-game ISK. See the Timecode Bazaar
