Does Concord still protect high sec empire pos's, even if the corporation has been war dec'd?

No, in wars people can shoot your pos. So its wise to arm it to the teeth.

For protection, rather than on lining a million guns, its probably wise to fit a mixture of ECM, piles of shield hardeners and maybe some POS guns. Place some guns/ECM at the top and bottom of the tower, some in the middle maybe. With the ECM and piles of shield hardeners, that POS would be an absolute pain to remove in high sec, thus potential hostiles may think twice. Some of the PvPers in high sec are there to stay away from shooting POSes in 0.0.

And they can't use Dreads in High-sec so if they think taking down a POS in High-sec is trouble enough in Battleships, wait till they see Warp Disruption Batteries and ECM >:)
You can fit 5 hardeners on a Medium POS to provide a good 45-50% shield resistance to everything, effectively doubling the HP.
