What does it mean when a Cosmos agent says "Sorry, I have no work available for you"? I have 9.4 standings with this agent so I'm assuming that is not the problem.

means he has no work for you, try to check back later.
or you allready did the mission for him.

thing is:
for COSMOS missions, the only standing of interest is your faction standing, minmatar republic in your case. if you grinded missions for one corp, you probably wonŠt have enough faction although youŠve got plenty of corp standing.

Wrong other then 3 cosmos agents that give out ship BPC for reward they don't care about your faction standing they want corp standing.
OP:It would help if you say what agent you where trying to talk too. If it was not one of the BPC agents you have already done the mission or turned it down within the last few weeks other wise the agent would say talk to one of my underlings or something like that.
If it is the BPC agent standing has nothing to do with it look to see how much main faction you have with out social skills.

The agent was called Tagrina Angi, located in the Audesder system. I've never used her before so I can't have done the mission already and have a 9.43 standing with her corp and 5.42 with the faction (Minmatar).

Are your standings towards another corp too high? Isn't there some deal with ?Minmatar? Cosmos that if you do certain missions and gain standings for one corp/faction, you cannot do the other chain because the standings boost it gives you to an enemy faction is too high?
