There are other reasons to do this. It inflates the ship/pod kills on the map and results in a large reduction of incomming traffic. It's a very effective way to clear a gatecamp, although Razor keeps a constant gate camp up in PF-346 atm.
They keep a few small ships at the Orville gate in PF-346 with the rest cloaked or aligned in Orvolle or just sitting at the Fed station. When targets come though they warp to the PF-346 gate and jump renforcements in. It looks like they are trying to pad their kill boards. They don't engage any groups of size. (I saw a 20+ group of Lone Star come in and wipe out a few Rzr that couldn't run fast enough, then blow up the bubbles and take off. No Razor came though the gate to support.)
Their set up mostly consists of T2 minnie cruisers with the odd interceptor. Apocs are jumped in as damage dealing support. Imperial Republic of the North has had a few pilots mixed and Cry Havoc has had a much larger number of participants as well.
