The scenario: Low sec system belonging to one faction is in contested state. There are no War Targets present and the On-Board Scanner shows no Capture points when used from any planet, Belt, the sun or Bunker (Basically all fixed points in space except moons).
How do you get it back from Contested state if you can't find anything?
I've tried scanning as per The Guide but that too shows nothing when it comes to Cosmic Anomalies.
I would like to be told what i'm missing and hopefully it's not too obvious so I don't feel like a bigger noob than I do already

But either way you're saying the contention cannot be resolved until another anomoly spawns?

There might be a plex that isn't within 5au of any celestial, in which case you'll need to find it using multispec probes. If there aren't any plexes in the system then you'll have to capture some in a different system within the constellation in order to spawn one.
I'm with you as far as the multispec probes. They scan the whole system but when I tried it they reported no Anomolies. That's realy the problem.
It appears you can't return a contested system to 'normal' when it's in the state I described in my OP.

There is a finite fixed number of sites that can be active at any one time within a region. If a given system does not have any sites appearing when scanned, one of the 'slots' have to be freed up by clearing a site elsewhere in the area. NOTE: This does not guarantee that the respawn appears where you want, it may spawn ANYWHERE in the region.
Most, if not all, systems in contention only have 5-6 planets maximum, making the use of a probe a waste of time. Remember that the multispectral probe does not give any location so the planets still has to be scanned after a hit.
NB: I am almost 100% sure that the sites spawn within a region and not constellation. The guides reference to sites spawning in all systems is wrong (would make it too easy to blob a system a day and take everything within a week).
TIP: When you have completed a site ALWAYS do another sweep of the system you are in as the sites are spawning every time one is completed. I have had an empty system spawn single sites continuously for almost two hours straight.
