All races get a new T1 logistics cruiser that gets to use some new high slot web/jammers that increase range out to 30kms. Its a slow and unwieldy class with poor weapon systems, a decent tank with strong capacitor (so you can fit some utility highs also).
Alot of the problems coming from FW is that the few answers to nano-ships are mostly T2 ships that are months to skill for, and over a 100 million isk to purchase and fit. Speed tanks are a problem for ALL races, so every race needs their answer to it, no pilot should have to cross-train to get a ship like these.
It would give every fleet the chance to have more cheap tacklers and anti-speed tankers at the expense of dps.
I don't think there is a problem with speed tanking mechanics wise, I think there is a unjustifiable lack of platforms to combat them that are compareable in cost to building a speed tanking ship. If I can make a cheap throw away T1 rifter or stabber that nanos about with ease, why can't someone make one of these to shut it down with ease and make me consider bringing a tanked rupture instead.

you do not need expensive t2 ships to counter nanos. well, yes you are better off having them indeed, but there are other things you can do about nanos with cheaper ships and use of tactics, tactics which you should use anyway.
I made a psot in here about countering nanos. I still stand by it.
You must also take into consideration the effort put in by those pilots that go fast into skilling for their ships and speeds.
Also some of them are using expensive rigs and expensive implants.
Do you think it is correct for them to lose a few months of skill trainig , isk, ship training (you need to get used to a speed ship and will lose some while you get there) because others are not willing to:
invest as much into skills, ships, modules, implants ?
use tactics to counter ?
I do not fly nanos ships. I fly mostly gank ships. If I fly solo I die, many times, due to a nano ship tackling me, keeping me busy there while the frineds come in and finish the job. It has to do with gangs, numbers, not nano ships. If I fly with friends I usualy do not die, no matter if we fight nanos or not. I really do not feel we have a nano problem. We simply use our gang to counter the enemy gang as best we can.

If you can't shut down a T1 nano fit rifter or stabber, then you have problems. Because it is trivially easy to shut down said nano-rifter or stabber.
Sounds like you want a 8th high slot insta win button for your drake, which isn't happening no matter how much you whine. As the saying goes, L2P noob. --

I like the way the complaint is that the counters to nano ships are expensive and require alot of SP. Forgetting of course that the nanoships are even more expensive and require even more sp to be useful

Nano's are broken. Big ships going fast is a huge flaw in the game. What CCP needs is to instate an accelerated max speed per ship. The faster you fly over that speed, your structure should start taking damage. Too much damage, and POP!

most cruisers require nanofibers to do that ~~~~ ~~~~ ~~~~ Take away the risk and it would make flying around in space utterly pointless.
Take away the flying around part and you make EVE into a space themed spreadsheet application. |

The Stabber is the only one that can do it with just an mwd, without any other speed mods or anything else modifiying speed other than the navigation and acceleration control skills.

Well, hey. If the slower-than-snot Moa can get to 2440m/s on skills and (non-nano) mods alone, it shouldn't be hard for the rest of them. Heck, the Caracal – afaik, the cruiser with the least amount of low slots – will do 2100…

boring and pointless. not necessary.
Cost of nano's in SP and isk and their inability to actually kill that much fighting against equal skilled, equal number of pilots makes them a limited toy thats expensive to stuff up using.
so many whine threads i'm starting to lose sympathy for people who'd ultimate problem is really just that they're not very experienced at pvp it seems

Nano ships cost millions to fit, and you want to create anti-nano ships that are cheap and easy to use. That would be unbalancing, and eliminate the purpose of recons.
People that are flying nano ships, at least the ones that cause problems (vagabonds), have trained for *months* and have invested a lot of ISK to fly these ships. These people have invested skillpoints to become PvP'ers, it makes sense that a T1 frigate wouldn't stand a chance.
I'm sorry, but FW has created unreasonable expectations. The new FW members, who have always avoided PvP at all costs, have read threads of 3 carriers being destroyed and believe that PvP should be like PvE, i.e. they want to win. Unfortunately, there are people out there that have been PvP'ing for years, not days, and are years ahead in both real life piloting skills, PvP tactics, PvP in-game skills, and quite honestly, that makes the newer players to FW unable to compete. Just like those PvP'rs cannot mine, refine, manufacture, etc.
After all, why shouldn't all players get a T1 cruiser with a 30km web which totally invalidates Minmatar's ewar recons? 
The problem is that FW has attempted to get more people into PvP, but dropped them into an area where they competed with true PvP'ers. It's a sandbox, it's like giving you an AK47 and dropping you in a warzone where you fighting against armies that are equipped to the teeth. You shouldn't stand a chance.
EVE is not about being fair, it's about being a sandbox. If you cannot deal with the problem, then I guess all you can do to compete against people with millions of skillpoints and 100 million ISK ships is to... invest millions in PvP skillpoints and buy 100 million ISK ships.
