What am I supposed to do with dogtags that I loot? The description says it may be useful to other factions, and the details show which factions would like it.
So if I can get to one of the factions that would like it, how do I sell/give it to them?

I beleve they are used in the loyalty point stores (you amass loyalty points when running missions and can spend these with X number of dogtags to purchase things). Alternatively you can sell them to players who will use them for that purpose.

Most faction stations will have buy orders for their enemy faction's tags - so in Dodixie for example, you can sell Amarr and Minmatar tags to NPC buy orders at a going rate. Additionally, because they are used in some LP store offers, you will occasionally get players placing their on buy orders at a (slightly) higher price if they are trying to fulfill one of these offers.
So you can sell them to the market to get your "bounty" just as with Overseer's belongings.

Simply dock at a station and sell the tags on the market.
You may want to keep them though, as LP stores will require them for some of the really high-end goodies.
Like ship blueprints. And faction weapons.
Each race wants tags of their "opposing" faction - Caldari want Gallente tags in the LP store, for example.
Just remember though - if you're killing members of the "opposing" faction for tags, you will need to grind rep withthat faction to be able to run missions for them - as you lose faction with the "opposing" side, at about half the rate you gain for "your" side. For a example: I'm currently .61 with Caldari - and having run a bunch of L1 missions that had me facing Gallente of various kinds, my standing with Gallente now is -.21. So, in order to keep in good graces and run Gallente misions, I'll need to grind Gallente rep.

not sure if the OP's question covers pirate tags as well but - I keep one of each of the pirate tags as some of the missions - level 3s only so far IIRC - require a pirate tag to get into the "bonus room". E.g. a Guristas Palladium tag.
