I'm training my way towards a Raven, and have some questions on Weaponry.
Actually, I have Caldari Battleship skill at Lv 3 now, but dont want to risk getting in one until I have the appropriate supporting skills.
For killing pesky warp scrambling NPCs with a Cruise fitted Raven, I'm assuming based on what I've read, that even with good Precision Guidance and Target Nav skills, regular cruise missiles will not be good enough.
Assuming Lv 4 Precision Guidance skill, and Lv 4 Target Navigation, can precision cruise missiles kill those scrambling NPCs fairly fast?
As for Drones, yes, I carry them, but my Drone skills are poor, and probably will be for some time.

I run a raven with standard cruise missiles. I use tech 1 drones. I donĘt have a problem. But I use a second account with shield transfers to help tank. I do that to draw the rats in before I kill them. That leaves all the salvage wrecks with in 20km. most frigs takes about 2 rounds or cruise to drop some 3. I have a webby just in case there is a fast one that I need to slow down. But most of the time my medium drones clean the frigs out faster than I can get locks and kill them myself.

Get some drone skills - it doesn't take that long to get 5 Hammerhead IIs with decent supporting skills - it will benefit your mission running more than getting Cruise Missiles V.

With Target Nav and Guided Missile Precision to 4, you should be able to kill them, but you would often need to throw in your light drones also.
I found the following works well for me: throw in a Target Painter and use Precision Cruise Missiles. You can do it without the painter, but its just so much more effective with fitted.
The frigs, cruisers and even battlecruisers die quickly that way. What I do now is save the faction missiles for the battleships and use Precision Cruise missiles for the rest.
And seriously consider pushing to Caldari Battleship 4.

You should be thinking of drone skills as "appropriate supporting skills." You don't need to worry about the drone control range skills if you just want to kill frigates, but you definitely should work on your other drone skills.
Drones are not just some bonus DPS for the Raven. They are a full-fledged weapon system designed to address small targets.
