If your baddon was buffer then it have around 140k plus ehp. ----------------------------

Edit: On-topic, the Damnation can probably fit the strongest subcapital passive tank. But as for overpowered, it's hard to give that title to any passive tank - the rationale is simply to kill them before they chew threw your EHP. If said Damnation was caught in a belt with no friends (within 100 jumps) then it could be taken down by a Crow. So you'll have to define what you were thinking of as overpowered unless you really did want people to critique hypothetical officer-fit setups.
