If CCP doesnt know what qualifies as a good agent:
-Right Division (surveillance, intelligence, etc with 90%+ kill missions) -0.5 or 0.6 sec system (lower the sec, higher the reward) -no low sec systems (0.4 or below) next to it. (nobody in their right mind will jump mission fitted ship into low sec system, so dont bother adding agents near lowsec systems) -lv4 high quality (L4 Q16+)
Currently selection is very very limited and it shows (hundreds of pilots flogging into same systems and lag is horrible).
Theres currently only _one_ really good empire agent in the game: - Eratsaka Ogyonin, Corporate Police Force, Lv IV, Quality 18 - Faction: Caldari (surprise! :)) - Division: Surveillance - System Sec 0.5, no low sec systems nearby.
EDIT: by 'bunch of new agents' i mean lots of them. More good agents, thinner the mission runner population per system -> better game experience.

Dynamic agent quality would be much better, more missions handed out by an agent = lower quality.
Or just stop going to the mission hubs and you dont have a problem  |

2 ways to solve the problem:
Easy way: add new agents to spread out the population Hard and inconvenient way: invent some dynamic system which would be huge hassle for players, devs and servers (more system load for calculating hundreds of agents dynamically)
Wonder which one is better :p

And what would that accomplish? Absolutely nothing (except make loads and loads of lv4 agents nobody would use).

Yeah that's actually true. I've ran into a bunch of Gallente agents that were worth it. Plus - low sec Lvl4 agents add an extra layer of tactics (watching Pvp rip apart Pve fittings) which make this wonderful game all the more intresting to play.

actually, i meant good agents in highsec. i am using myself a l4q19 in a 0.6 (if i remember correctly), with 20-30 ppl in local.

there is a l4q20 kill agent in taru, but that one is a bit more crowded (60-100 ppl in local)

Adding more of your high quality, perfectly safe, hyper convenient agents just encourages even more people to get into hisec mission running, and would likely only push the problem back for a time. Dynamic would have a lot of long term benefits if implemented well, so I'd say that one's a lot better.
However, if you're just looking for simple, I'd suggest reducing even further the effect quality has on agents, and adding "Hazard Pay" bonuses for missions in or travelling through <.5. Danger-loving mission runners will try losec or near-losec agents; smart mission runners will continue to spread out; and dumb mission runners will continue to congregate in hubs, easing the load on everyone else, meanwhile continuing to think they're getting a good deal while being lagged to hell and continuing to provide targets for mission salvagers. Nah. Agents are already there, so everyone who wants can already run missions.
Only problem currently is that mission hubs (motsu, irjunen, etc) are lagged to hell and back.
Dynamic system would be nothing more that plain annoyance for devs (wasting dev time for useless feature), players (constantly switching mission system because agent quality is not constant), and servers (keeping track of hundreds and hundreds of agents and adjusting their quality).

I have bit of news for you: Missions are way to make cash for people (quite a lot of people run missions to pay their pvp bills for example). Missions are not in the game to provide more targets for pirates.
Mission fitted ships and lowsec just do not mix, so its pretty pointless to try to get people in lowsec in their mission ships (until they fix missions so that people dont have to use mission specific fits in them).
Every single time when theres mission related discussion in the forums, theres people in those threads yelling about getting mission runners into lowsec. It just does not work with current mission game mechanics. Period. So might aswell forget it.
