Greetings, fellow Gallente throughout space. Let us, for the time being, look past eachothers' shady and stalwart backgrounds alike and rally behind the Gallente eagle which symbolizes the very diversity behind all of our tales - the brotherhood which binds us together without judgement.
The Jove Empire has issued a reward to that empire which can bring as many pieces of their lost ambassador together to them. As a reaction to this the major empires are all going to issue buy orders for certain body parts. See this thread for details. In our case it's Cerebral Slice and Epidermis Sliver which is going to be interesting. The trouble we face, however, is that no one person will be able to sell their rare pieces of these bodyparts to the Federation as they must be sold in bulks of 1000 units.
Therefore, I rally all Gallente to this method: When the buy orders come up, we will see how much the Federation will offer for each piece of Cerebral Slice and Epidermis Sliver. I will match that price by one single less ISK, and try to gather as many pieces as possible. When I've gathered a thousand units I will make the sale to the Federation and hope it will be enough to best the other empires' efforts. I strongly encourage every and all Gallente who can afford to join me in this cause, since it will benefit all of our bloodline brethren! Bear in mind your expenses will only be temporary!
For me and those who join me the personal profit in this will be zero. Since we will match the prices of the Federation's buy orders, we will end up profitless when we make the bulk sale to the Federation itself! It is in my hopes that what we do now will benefit us all, so please help me in this struggle!
I also call for other Gallente investors to join me so we can coordinate our efforts. Unfortunately my wallet isn't as fat as it used to be thanks to recent investments I've made and I can only afford to spend 122M on this at a time. This might not be enough to fill a complete bulk quota of 1000 units, I fear. The next few hours will tell. But it is imperative that more investors therefore join me!
Whatever the near future will bring, I call all Gallente to gather and sell us the desired bodyparts! I also call for other Gallente who are interested in joining the cause to make relayed sales to contact me!
Coordination is vital! Vive la FederatiŸn!

Agreed, but you should also buy up any other bits you can get as it will keep the other empires from getting ahead.
I'll be donating the parts I have to the cause.

Problem about buying out the competing empires' pieces is that I personally don't have the money to spend on that. I do, however, have a small buffert to spend on our pieces since I will get it back when I sell them on to the Federation.
This buffert is small, and that's why I encourage other rich Gallente to follow my model. All expenses for our pieces will be temporary! Bear in mind we will need to coordinate closely, since our pieces are rarer than the others. Thus it's counter-effective if several Gallente investors each buy 999 units and then can't do smack with them!
I will be setting up HQ for this operation in Luminaire - Duvolle Labs! Join the cause!

Judging by the devblog explanation to it all - that detail seems to be just a rumour. I encourage all players to read the devblog and make up their own minds. If we keep divided on this, the chances that we Gallente get the Jove's prize will become very slim...

Myself and Nightfang are 100% determined that the Gallente's will be the victors in this. Even though we are enemies in game and our corps fight nearly everyday we see the need for the Gallentes to win this race and i ask you all to forget the greed and help us

As soon as the NPC price for the pieces become established, we will also be in that channel to buy your individual pieces at that price. As one man you won't ever be able to fill the 1000 unit quota (probably) - if we cooperate in this way and use "relay" merchants, we can!

From the new dev post, what I gather is this:
1. The buy orders will buy single units.
2. The buy orders will each try to buy at least 1000 units.
3. You do NOT have to sell in lumps of 1000 units to forfill these orders.
