I've worked in a GPS satellite environment for the past 9 years. I'm quite familiar with what their capabilities are.
They have an ability to mildly adjust their orbit up and down, which would change their track over the earth's surface. By coordinating these altitude changes, the DOD is able cluster them anywhere over the earth.
Yes, you need 4 satellites to obtain a positional fix on the ground. But that is only 1/2 the story. You need a 5th satellite to determine the elevation of that position. If the fix you want is on a mountain top or deep in a valley, a 4-satellite solution will have a lot of error. The 5th satellite provides a mathematical solution which fixes the altitude of the position.
Why would you want 12 satellites over a country? Mountainous or heavily forested terrain reduces your "horizon". The GPS receiver must have a line-of-sight to the satellite. If not, no solution. Having 12 satellites available means you have a greater chance of getting a position fix regardless of terrain.
Like I said in my OP...I'm SPECULATING why those satellites were over Iran. And they were there. But don't take my word for it. Educate yourself. Find a Land Survey equipment vendor and ask if they have a a "VRS" (virtual reference system)in place. If he does, ask him what such a system is capable of doing.

I just checked out that nasa link... without commenting on the thread (apart from... thats kinda funny) could anybody tell me why AFRISAT is orbitting comparatively far away from earth?
and... just to get a sense of scale... how far is that? halfway to the moon? is it playing among the stars? does it know what spring is like on jupiter or mars?
