The only counter to a web is staying out of range.

I have found that remaining docked at Jita 4-4 does wonders for my hull integrity.
@original poster: A pilot who deploys webs in combat are usually equipped for short range, high damage (Blasters and Autocannons). Only way to escape is usually to either ecm him as stated previously or web him back and pray that your speed is enough to inch out of his web range. If all else fails, field a tracking disruptor and make the bastard work for his kill :D

Or if you're both in nanos/fast ships then having a web yourself works wonders.
If you accidently get in web range, just counter web, mwd away. Take advantage of the relative velocities and angles plus the web to give youself some room to seperate.
For example say a battleship overloads and webs you. You shouldn't ever be going directly at the hostile at zero so worst case you should have a perpendicular course. This means you should be glancing off of the 10-13km sphere of the web. This works even better when you can overload but the hostile cannot.
So counter web. This hurts a bs that *might* move 1km/s but needs time to get to speed. You should regain the speed advantage and be already aligned to escape the web. You'll take a fair bit more damage (missiles will now hurt) but should give a good shot to escape.
If two small fast ships both have webs then the fight can last a long time. You can head at a sharp angle towards the hostile to counterweb then disengage. Or try and time the firing of the guns with your usage of web + traversal.
The web doesn't disengage the second you exit the 10km range. So with a fast ship you can duck below 10km, web, and if approaching at the correct angle be outside a second later. The hostile will be webbed for a bit while you're safe. Sometimes they won't expect it and web you in time. Even if they do web the inertia + counter web should carry you outside of the danger zone.
Now if it is a Rapier/Huginn it is a bit different. A) Warp off (ie 90% web at 35km) B) if a 1v1 fight is forced try and get under 20km (so your dps exceeds theirs), C) make it a primary for the jammer, D) make it a primary for everyone + drones.
