How is a pilot supposed to use the Magnate astrometrics frigate if it doesn't have a launcher hardpoint, and therefore can't mount a probe launcher, and therefore can't actually perform astrometrics?

Why did you think it even needed a launcher hardpoint in the first place?

Because the description on a Scan Probe Launcher says "A missile launcher bay modified to fit system scanner and recon probes." I simply assumed that the requirement of a launcher hardpoint had been preserved.

LOL I wonder why CCP never thought of that. Somebody should have bug-reported years ago that astrometrics frigates could not, have not ever been used for probing.

speaking of the magnate, the bonus to probing doesn't seem to apply. Dropping a probe with the magnate: 450 sec. Dropping a probe with the heron: 90 sec.
Still haven't figured out what the problem is....

Are you sure you have the right probe launcher fitted? Sounds like you have a Scan Probe Launcher fitted to the Magnate (base scan time 600 sec), and a Recon Probe Launcher to the Heron (base scan time 120 sec). Assuming you have both Caldari and Amarr Frigate to V, getting the full 25% reduction in scan time, you are getting the bonuses. (600 X 0.75 = 450, 120 X 0.75 = 90, assuming you have no other skills/rigs/implants that affect scan times)
To the OP: Scan and Recon Probe Launchers do not require launcher hardpoints to be mounted.

Kashikoi Sune, although it is called launcher it still doesnt need launcher hard point like also nos, neut, Smart bomb... So answer is you can fit probe "launcher" anyway :)
