As a new character, I've read quite a few posts about PvP and PvE setups, strengths and weaknesses for the races, and the (rumored) nano nerf. My question is, if you could start over as a solo PvP'er, what would you fly and why?

Taranis, it looks like a really fun ship.
I dont need to start over, I could just train for it with the added advantage of already having learning skills and implants for fast training times. Some day soon perhaps.

ishtar, nano variety for solo pvp, survivable and does good damage. alternately do a vaga or a rapier
most "solo" pvp ers tho dual box with a falcon as the second box.
Another popular alternative is an expensive domi

Well, generally I consider speed to be the key for 0.0 and traditional tank 'n tackle with high DPS to be the winning solo strategy for lowsec. Generally speaking it's only Amarr and Minmatar who's got both of those worlds (not taking silly overpriced Navy Ospreys into account).
That beeing said I'm not a huge fan of any of their BS's (although the Phoon, Geddon and Abaddon are perfectly servicable for solo lowsec PvP), if I only wanted to roam solo in lowsec I'd go with Gallente.
I'm pleased beeing Caldari though, I got access to some great solo PvP boats (Ham drake, Crow, Manticore and Raven) and should I feel the need to go nosec I could always crosstrain to Sacri whilst flying my Crow.

anything that can't MWD back to the gate should it jump into a big mean camp is immediately off the list basically
at least IMO.
