Many honest players, usually from Europe or US canÆt understand why person(s) needs to cheat in online game to survive.
IÆve took liberty to explain the General western EVE public about Russian mentality.
Russia: A developing world its economy is still comparable to some of the 3rd world countries, but its urban population is civilized and in many cases, at level with Europe and USÆs general population. Even though, more and more Russians have access to internet, it is still a growing field.
Russians rarely speak English or any other tongue. This is due the fact that Russian population is rarely exposed to other languages. And rarely feel even need to learn it. Only in last years, thanks for the new media and outside investments, have our dear comrades started looking at this issue more serious. LetÆs not forget, that almost everything that comes out of Russian TV, movie theaters and even computer games are either dubbed or translated completely, diminishing the contact with English language minimum. This, of course, create barriers between other players, and cause Russians to form own tight groups.
This leads to next issue, gaming culture differences. When groups donÆt mix, bad/good habits donÆt mix either. æBadÆ and ægoodÆ habits are highly contradictory but stillà The average gamer from Europe and US are sed to have thing, they call internet-integrity or ôe-spineö. True or not, this ôe-spineö thing usually condemns the Meta gaming/exploiting. Things like ôlogofskiö and macros are big taboo among many seasoned MMO players in western countries. Even the seasoned MMO veterans (small, small minority) from Russia condemn them.
This leads to the question: Why it seems, and I underline the word æseemsÆ, that average Russian gamer have no or little ôe-spineö? Well... Life in Russia was, is and in near future still probably will be a dog eats dog. In other word, if itÆs not forbidden, itÆs allowed. If itÆs not allowed but you donÆt get ever caught from it, itÆs same as allowed. And since internet is as it is (nearly lawless), any prospect of getting profit (real life, or in game) or cutting your losses by so-called exploiting is not frowned up on among Russian gamers.
And since Russian gamers are under as tight schedule as rest of us, in other words, work or/and school, saving time/isk comes usually before e-honor. In short, Russia is the wild wild west (east) of the internet, highly educated intelligent people in lawless environment. And since life in there is adventure by western standards, searching advantages (unfair) over one of another is common way of thinking.
This behavior will diminish as stability increases, and people feel secure/bored enough to actually seek feel of loss in internet game. Also, as average Russian learns English, the homogeneity of this player base will also diminish, diluting the old habits.
Russian players are like Italian æmafia familyÆ. Not by choice but by nececerity.
If you want to stop this, screaming ôhaxö will do little good. Proper coding will stop some of them ôhaxö, but trying to meld Russian community closer to west will yield far better long term results to online communities when we deal with Russia.

To be honest I find more americans tend to cheat and are more intollerent (even racist). Anyone who has been on X-box live will tell you this.
I spent alot of time with romainians in the first half of this year and I found them to be very nice and funny people with very good english skills.

this,
my experience of americans in online gaming has varied, it's usually the younger "brain washed" into thinking (WE ARE THE BEST ON THE PLANET) that are the problem , however as they mature they seem to realise that they are not the best on the planet ,
albeit a few still do..

also metagaming is intelligent game play. If you can get an advantage use it. as lame as it may be
cant kill a freighter in 30ish seconds? well sucks to be your gate camp

The point of a EVE-like game is to immerse you to an alternative reality. Ther more you can eliminate or avoid the "real life" mechanis from it, the beter it becomes. This doesent mean that you have to avoid real life bonds from a game, but merely keep some of the loopholes that technology/coding cannot yet resolve, out of the picture.
The real winners in EVE are not the ones who save the freighter by logofski. Even tho it seems so if we look at it with short term goals in mind.
Look at the long term picture, and you will see that things like logofski bear a negative effect on a "virtual" realities.
And keep in mind that virtua frontier is one of the last frontiers available to man to explore. America is allredy full of fat, inbred italians/englis criminals and we arent having much happening on the "space frontier" either.

Most of them don't speak English and most of them live in the UK along with our other comrades from Poland, Latvia, Ukraine and [insert name of other Eastern block countries here] 
I really don't think you can pin this on just Russian players. There are just as many US and UK players who use the logoff as their means of escape. Also, you have to consider all the rest of the countries of the world that play Eve. Russians are a very small minority of that total number.
It doesn't matter what game you play, the tactic has been a problem all over. Many of the games where the tactic first became used widely were not even available in the Communist countries due to strict government legislation and hard line on what could and couldn't be sold in those countries.
It really starts to smack of racism. All Russians use the logoff tactic and all Chinese are isk farmers. When does it end?

I'm not sure where you are from but Real Estate in the southern USA is the same. And I'm not 100% sure but I am willing to bet that business in most of the world don't care so long as the bottom line is meet.
With 6 years in Real Estate, my average day is spent talking with pimps/dealers/cops and slum lords trying to get a feel of what is happening in the areas were I'm developing only because I won't live there myself to see which gangs are shooting up who for what reason.
Believe it or not, but most developers have people like me on the books so that we can be the first movers in areas that are turning from crime ridden hoods to middle class office/commercial use.
Also I don't like to see whole groups labeled as words like: All, always, never; don't hold true to whole populations as people are very different even when they are raised the same.
