We all know that players that afk/sit in safe spots can be found by by probes. Ships that have cloaking devices however can not. My proposal is that cloaking devices begin to fail after heavy use. The larger the ship the higher the drain on the device.
After some time using the cloak the ship can be picked up by probes. Further use results in the cloak shutting off. The ships thats using the cloak can dock, shut the cloak of for a short time or use a jump gate to discharge cloaking device's built up energy.
1. All ships are effected by this when using a cloaking module. 2. The Grade of cloak effects Time under cloak before effects take hold. 3. Covert Type ships(Covert-ops, stealth bomber, Recons, Blackops) can stay cloaked for longer.
I figure this way, covert ops class ships can happily do what there ment to do. And if pll want to sit cloaked and go afk to distrupt what pll normally do in system they will have put more effort into it.

I have shown support myself for ideas that make AFK playing more difficult, but the thread is usually taken over by those that will flame without any true argument why AFK playing should continue to be supported.
I think your idea could be overly complicated though - simply making a character disconnect after 15 minutes of non activity (lack of interaction with the interface) would be sufficient, and in line with other games. It would also prevent AFK docking. Alternatively AFK cloaking could be prevented by making the module require manual reactivation after a period of time - as long as the player is at the PC it would not reveal them.
I don't think people should be able to play EVE without being sat at their PC, but from experience this thread will be taken over by those who think otherwise but can't quite manage a reasonable argument in their favour

They aren't playing. They are AFK. If they were at thier computer playing they wouldn't be AFK.

Why is being AFK a problem? They're not hurting anyone since they can't press F1-F8 and you can't seriously be so paranoid that if there's someone in a lowsec/0.0 system you can't immediately locate, you won't go through the system?

Some people just like to dock and hide at the merest sign of a neut/hostile then whine on the forums about it.

The only change I would make to clocking devices, would be to get rid of the so-called Daylight Savings. It's annoying having to change the clock every 6 months

Cus they want the kills. they are failing to see all the trouble a alteration to cloaking would cause.
For a start every 1 would put more pos up so they ss there when hunting and afk.

Just another cloak whine.
When you're cloaked to prevent yourself being targetted by hostiles and your cloak begins to fail, revealing you to your enemy, maybe you'll think back at how stupid this idea really was.
As others have said, it the player is AFK, what is the problem whether he's cloaked, docked or just w***ing over the latest copy of Hustler. They are not playing eve so you can just ignore them. I fail to understand why, if someone has to cloak in a system with no stations to go take a dump, you want his ship to become visible or scannable so you can blow it up. Is that the only way you can get kills?

The problem with your proposal is that is would cripple covert ships. These ships (Cov Ops, Recon, ect) are specifically designed for long-duration (months or even years) covert operations away from a station or base. Your proposal would force these ships out of cloak wether they were afk pilots or not.
Therefore, your proposal is not valid, as it does not have anything to do with your stated arguement (AFK cloakers), but instead is directed at killing -all- cloaked ships regardless of pilot status or intended ship mission.
In addition, if your proposal were to be implemented, I could see the same 'degradation effect' being implemented for other 'troublesome' tech, such as nano, MWDs, EW, even Capitol Ship running time (fuel limits for all ships, perhaps).

You have no way to know whether they are AFK or not, and so must presume they are not AFK and allocate the necessary resources to defend whatever it is you are doing as if they were not AFK.
Don't get me wrong, this isn't a massive problem in most cases and I'm not whining, merely supporting an idea.
Oh by the way - I'm training cov ops and I don't want to see them crippled in any way. But I don't intend to sit in enemy systems for hours at a time whilst AFK either.

Hmm. So, they're AFK. What are they going to do again? Record your local chat? Take pictures of the stars as they rotate in their diurnal rhythms?
Cloaking devices already have plenty of drawbacks, they don't need any more. Stop relying on local as your only intel tool, stop panicking when there's one very boring person sat permanently in there, and do something more interesting.
A simple 'one red in System X' 'yeah, he's been there for ages, don't worry about him' will do.
Besides, if you get changes to AFK cloakers actually into the game, people will continue to exploit your reliance on poor intel systems. AFK cloakers no longer working? Lets try AFK interceptors! Set course for nearest star, maximum speed, MWD on! Try probing that down in time to catch something going 6-9 km/s.

Basically the OP wants to be able to kill ships whose only recourse when faced with his attack is to run and hide.
That they hinder both their setup and their combat potential to add this ability to hide is not enough. That they are stuck in one spot unable to even move while hiding is not enough. No, it must also fail and leave the user defenceless from time to time. And why? Because these defenceless immobile ships, whose pilots are AFK anyway, are such a big threat.
On top of this, even Covert Ops Cloaks should be nerfed, for no particular reason.

The most annoying issue, is when people afk cloak in certain cosmos anomalies in order to prevent it from despawning and to prevent others from completing it.
This way, there's certain farmable ones where they farm -> afkcloak break -> repeat. Without other people having any chance of getting it. ---

Good concept, except that I think that purpose built cloaking ships (covert ops/bombers/recons/black ops) should remain as they are, since they were designed for use with cloaks.
This is a solution that really isn't a nerf, it just prevents mindless AFK play, and using ships never designed for cloaks to do it with. All you would have to do to prevent the side effects would be to decloak now and then and move around...

Problem is such changes would affect people that are perfectly positioned at their PC, using their cloak to hide from you. So you're nerfing one persons survivability to get at another person that isn't even actively playing.
I smell spin on this one.

But there will be a faster ceptor in System. So there is a possible chance to take out the AFK-ceptor. I would prefer that method ;)
