Those with the lines of carebears and they aren't doing anything they aren't affecting you. This ones for you.
No they aren't affecting anyone until they come back from afk and proceed to take their victims that are aware they've been sat in the system for 4-6 hours.
If everyone was to treat these afk'ers as no threat then that's at least 1 free kill a day that they get with nothing that the victim can do to prepare but being in another system, or not doing anything in that system but being ready to pvp.
Yes they don't do 'anything' except make particular systems no go areas, or at least don't operate in areas as people do not want to be the victim when the afker returns.
It should not be a function of the game that those not at the keyboard can affect those at it with their presence.
Call names all you like but I don't see why the guy that mines the mineral to build your ships should be the afkers victim with no pre-warning whatsoever to take preventative measures, apart from not be there.
I shouldn't be the one not being there, the afker should be the one not being there.

...Lets try AFK interceptors! Set course for nearest star, maximum speed, MWD on! Try probing that down in time to catch something going 6-9 km/s.
Hurrah, we probed it down! No, wait, it's already 100km off!
But there will be a faster ceptor in System. So there is a possible chance to take out the AFK-ceptor. I would prefer that method ;)
Catch my gistii a-type, hg snake, poly II, OD II crusader (btw i have acceleration control 5)

They could watch the scanner.

They do that to themselves. All of 0.0 is a no go area if you aren't willing to take precautions.

It's not. They can only affect you when they get back. The rest is in your head.
Its all moot anyway, as a cloaking nerf is pointless. Removing them would solve these 'issues', but they are too minor to remove a whole module over. Putting a time limit on it or some such merely means the AFKer has to push a button once every once in a while. That just narrows it down to people still in the same room as the computer while AFKing. I could do that from work if I wanted to. -

I think your idea could be overly complicated though - simply making a character disconnect after 15 minutes of non activity (lack of interaction with the interface) would be sufficient, and in line with other games. It would also prevent AFK docking. Alternatively AFK cloaking could be prevented by making the module require manual reactivation after a period of time - as long as the player is at the PC it would not reveal them.
I don't think people should be able to play EVE without being sat at their PC, but from experience this thread will be taken over by those who think otherwise but can't quite manage a reasonable argument in their favour
Problem is such changes would affect people that are perfectly positioned at their PC, using their cloak to hide from you. So you're nerfing one persons survivability to get at another person that isn't even actively playing.
I smell spin on this one.
good boint but really do you find it normal/balanced for ships to have "I`m 100% safe in space button?" So you think the person at his PC that hits the cloak buton should be perfectly safe untill he decides to uncloak?
There are no mods in EvE that make you totaly safe except cloaks . Umm...and stations...but that`s a different story

You really believe your own propaganda guys? one should allways be prepared and take precautions in 0.0?! AWESSOME...now all we have to do is make cloakers do the same Cloaking&AFK isn`t precautions
