Since I started eve about 8 months ago I have tailored this character to flying a Rokh. Yea I know that there may be better ships out there, but I saw how the Rokh looked and said "That's my ship." What can I say it fits me. Anywho on to the point.
Now that I have some decent skills and T2 rail capabilities, I am looking for fitting ideas and help. Sniper role I have down, which wasn't hard considering what I was flying. However my problems have always been the smaller, faster ships (HAC, inteceptors, etc..). Is their any way for a Rokh to effectively kill these kinds of ships, or do I just need to stick with fleet/sniper situations?

T2 drones and fleet support are your best friends in a Rokh. As for HACs, unless they are nano'd, dropping down a size on your rails (from 425's to 350's) can improve your tracking enough to get better shots on target. Other than that, maybe adding a tracking comp or two at the expense of tank is an option - provided you have remote reppers handy.
The other option is to try and wrestle your Rokh into a blaster-boat role, something it's not particularly well suited for, but possible.

There are setups to deal with most any situation. The question is, what vulnerabilities do each setup create and what vulnerabilities are you willing to allow considering the investment you have in a battleship, T2 modules and rigs.

Ahh unfortunately I have hardly any pvp experience so I don't really know much of anything. I do know that I will soon have (in about 10 days) the ability to fit just about any T2 engineering and weapon enhancements. The blaster role the previous poster mentioned is actually one I've been playing with, but alas I do not know the limitations of blasters (other than range) well enough to even know if it is viable or not.

Blasters biggest limitation is range pure and simple. The Rokh can fit an amazingly thick buffer tank, and it can achieve significant DPS with the heavy classes of blasters - it's a perfectly viable fit to be honest. But blasters, like most gallente tech, is excellent only in smaller engagements. As battles get larger you want a bigger engagement envelope, something that you're not going to find without railguns.
As a side note, you can sling antimatter out of the Rokh's rails up to 100km or so. You still don't do amazing DPS but at the very least it's a feat no other ship can accomplish.

The rokh makes a TERRIFIC blaster boat. It can get over 20km range with null, and it has such great DPS if fitted right. Plus, while doing that, if you have good shield skills, it has a nice tank.

Unfortunately, even as a blaster boat the Rokh is going to have a hard-to-impossible time hitting smaller and faster ships. Large guns are not meant for hitting small, fast things, even large blasters.
However, the blasterokh can do some serious hurt to BC's and BS's. The DPS is shy of what a gankathron can do, but the tank is worlds better. --

I use to fly something in this area but again modifie at will as i never say this is a must have setup.
high 8 heavy neutrong blasters
mids tank tank tank and a sensor booster :D no mwd as before youa re at top speed half you cap is gone. heavy cap booster can be nice to.
lows 3x mag stab DCU what you fancy
rigs shield reist rigs as they are cheap.

I did say it was possible to fit a blaster setup on a rokh, but there are other platforms that accomplish it better (Mega, for instance). The optimal bonus you get for a Rokh makes it the ideal rail platform, and it's lack of maneuverability and relatively poor tracking make it a distant 2nd (if that) in BS-class blaster platforms. Not saying it can't be done, just that there are better alternatives.

Why? There's a stacking nerf on MSFs and the third one's bonuses will be so small as to almost not be noticable.

For this one let the nano set up an orbit around you launch 3 Volley's of torps then hit him with all 4 nuets at once. He will slow down when the microwarp drive stops and the missile will catch up(probably 3 to 4 Volley's) works rather well. Add a TP if your not that worried about your EHP. Keep the nuets(stager them after that) on him and between your meduim drones and your torps he will die. Might not even need a tackler if you can keep him with not even enough cap to warp out not likely though.

As a Rokh pilot, it's not going to be your job to hit MWDing nano's at close range.
If they get webbed / neuted / tackled, you can hit them just fine. Don't try to be a solo ship. The Rokh is not a solo boat.
Where the Rokh truly shines against Nanos is when they start to run. They have a habit of, when facing superior firepower, flying a couple 100k away and hovering about, rushing in to pick off anyone who strays from the crowd.
As a rokh, you can shoot them all the way out to 250k. At that range, tracking becomes less meaningful, since transversal velocity decreases with range. If nothing else, you can **** them off.
The Rokh is, however, a great fleet ship. Don't try to snipe 250k just because you can. Fight from the same range as everyone else, using short range ammo and thus hitting harder than the others. You'll outdamage any other sniper BS out there. It's the pilots who think they have to snipe 250k just because they can that give the rokh a bad name of low DPS. 
My favorite setup is:
[High] 8x 425mm Rails [Med] 3x Tracking Computer II (Optimal script at all but the shortest ranges, tracking scripts + antimatter under 50km) 2x Sensor Booster II 1x Cap Recharger II [Low] 2x Magstab II 1x Damage Control II 2x PDU II
That setup uses Uranium at 100km, Iridium at 150km, and lead up to 210km.
Alternatively, when I want to tank, I use 1x Sensor Booster, 1x tracking CPU, 1 LSE II, and 3 Invuln. II's with 3x extender rigs.
Or, to be bargain basement on rigs, 2 LSE II, 2 Invuln IIs, 1 EM 1 Kin 1 Thermal rig. Doesn't tank as well, but saves you over 30 million on uninsurable rigs.

I get 11k optimal with null and I think over 10k falloff (can't really remember). So chances are you'll be in range most of the time. Although it will obviously slow your manuvering time, like getting on gate.

The native tracking on neutrons plus the fact that they are falloff weapons means a rokh can track a vagabond orbiting at full speed in any of its engagement ranges for decent dps. The range on the blasters (using Tech II ammo) also means that in most reasonable engagement ranges (0-30km) that you face in smaller (roaming) gangs you can apply significant dps across a spectrum of ranges.
I won't give you a precise fit cause I <3 mine to much but your lows should probably look like: Damage Control II Reactor Control Unit (II) Magnetic Field Stabilizer II x3
