Intercepter... doesnt the name give it away.. they are ment to "intercept" ships. They should not be able to kill a battleship. The should be fast friggy Vs friggy ships. They should at the very least be able to intercept a battleship and maybe scramble it rdy for the fleet to move in on it.
CCP are making it so Mixed fleet engagments will happen.. IMO this is great.. People wont be over using just one type of ship.. Look at eve's recent historys.. Everyone used battleships.. now everyone uses mass friggys..

If there's any ship class that needs to be looked at, it's cruisers...
This patch will be good for FR vs. BS balance (note that the changes to tracking mean that the "nerfs" aren't as bad as they seem... Try testing this stuff before you whine about it. Not even a blasterrax can hit a 'ceptor orbiting at normal speed on Chaos.)
But unfortunately, it seems like cruisers are still the redheaded stepchild... They have no use in PvP combat whatsoever. Interceptors > cruisers in almost all respects. The only exceptions seem to be Caracals (missle boats) and Blackbirds (cheap EW platform)

If CCP sorted cruiser bonuses, we'd HAVE mixed engagements now. After the patch, it's going to be a pure BS show.

I wholeheartedly approve of many of the changes, especially the missile alterations. However, they do decrease the firepower of smaller ships. This would have been needed if heavy missiles were prevented from hitting frigs, and if drones were fixed. Otherwise most battleships would have been defenseless against small ships, and frigates would still have the firepower to take down battleships in small groups.
However, the proposed changes to missiles and drones to allow frigates to have reasonable survival time against larger ships did not materialize. Now there is absolutely no capability for frigates to either evade or destroy drones, and the sig radius difference between frigates and battleships has been considerably narrowed.
I would agree that this patch does help balance same-class ship combat, especially for frigates. It does not seem to be beneficial for cross-class combat balance.
