Hi,
I am in a corp where the CEO is now no longer playing, The problem is that everyone who has any shares are also no longer playing. There is a load or stuff in our corp hanger, a lot that belongs to me as well but the bill was not payed in time and now the good have been put into a hanger that I dont have access to.
So is there any way I can take over as CEO by default as the CEO no longer plays? Why I take over I hear you say, well I am the only active person in the corp now by the looks of it the last active people were on over a month ago.
So how can I take over or can't I?

A one-month absence by the other players may not be long enough for CCP to intervene, and I'm not sure they'd intervene anyway but it might be worth trying the following: petitioning CCP and telling them the situation in a short and easy to read way (as you've done with this thread), and ask them to move you into the CEO slot so you can pay the bills and unlock the impound hangar.
I'm not 100% they'll go for it, but they might.

My previous corp was in a similar situation at one point - and after petitioning, we were told that it would take a six-month absence before we could have one of the existing members appointed CEO. Note that I have absolutely no idea whether this is standard policy or whether it was decided based on our specific case and circumstances, so it might be different for you.
In the end, our CEO wasn't fully AWOL but rather was unable to play EVE - so I believe a little while later he was able to have an email exchange with CCP agreeing to the proposed change of CEO, and as a result it went through without us having to wait the full six months.
