Doing missions to get 400mill is very doable. The 400mill should get you a 60 day gtc. Very rough guess 6-7mill a day is required. Try earn 10mill a day for a safety margin in case the price goes up slightly or something.
Now to get your 1st 400mill is I'm guessing where your trouble comes in... You now have to effectively double the rough guess of 10mill up to 20mill. That is still possible even with just lvl 3 missions.
Next thing to remember, if you can run 2-3 lvl 3 missions in the space you can run a single lvl 4, in my personal opinion you are better off running lvl 3s. As for Gallente ships I can not give an honest opinion as I have not really flown them much. Though I do now have a Domi, interesting ship.
I know the Drake is overkill for lvl 3s well not overkill but more then good enough. I feel the Myrm could be in a comparative situation, just make sure you can tank everything, aggro all, let out the drones use rails to assist the dmg output. Remember to recall your drones if new wave of rats comes in. Rinse and repeat.
Get a salvage boat, I think the dessies are good enough for lvl 3s, stick expander mods in the lows and an ab or something in the mids, maybe cap battery, those tractor beams and salvagers can get thirsty if your skills are low.
I think salvage everything, loot everything if you can what you on't think can be sold can be refined and sold as minerals or used to build yourself more ammo or drones or something.
Once you feel comfortable again, since you have been out of game for a year, go for a Domi or Mega. The Domi, fit with a monster armour tank, and when you can afford it rig it! 2 CCC and that armour rep amount one I think. Stick on rails or what ever in the highs. Use sentry drones to hit anything at range, they are also easier to control the aggro with if you are careful. Once the rats get in close recall sentries, let out your heavies for the big uns or if they all dead use meds.
Again loot and salvage everything. Remember that even 100isk/unit is a lot of isks when you have 2000+ of them.
A corp, may or may not be of help to you. Or if you have any friends in game, ask them if they would like to run missions with you. Sure the bounties and rewards get split by 2, but you will have more fun, you will be able to do more dmg together and thus run the missions faster.
