This is the main idea: High modules are supposed to be able to receive high energy/power modules (IE guns) while medium slots supposedly requires medium power and low slots are for low powered modules.
The idea is to have a new slot which "dissipates" or transforms power, transforming one module into a lower module slot IE:
Hi module downgrader transforms a hi slot into a med one (but not a low one) Med module downgrader transforms med into low.
They could exist as S, M, L and XL flavours or be the same module for all ship classes
There should be some specific rules and penalty for use this module, for instance -Usage of CPU/GRID -Unable to use heat(overload) in a downgraded module and / or increased heat damage in such a module (exceeding power is transformed into heat in that module) -Unable to "recursively" transform the same hi slot into a med one and then a low one. -You can never have more than 8 slots on a level (impossible to achieve 9 med slots for instance) -A module upgrade is not possible (impossible to transform one med into a high)
More practical example: Amarr punisher Frigate: 4/2/4 slots (IIRC). Only 3 gun mounts The introduction of a slot downgrader can be used to transform the 4th high utility slot into a med, transforming the slot layout into 3/3/4. So a punisher could fit full 3 weapons and full tackle (MWD/web/Scram). Or even a PVE punisher could transform medium into a low, for added tank.
I know this would be probably difficult to code or provide too much headache to developers, but It's an interesting thought. I think the idea is fair enough, and the tradeof is fair

Actually, he said that you shouldn't be able to "upgrade" slots... so you can't turn a Mid into a High.
However, if something like this even happened, I could see 2x Mids becoming a High. ---

As I said, I know this would give big headaches to developers: risk of imbalancing...
However, thoose kind of mods would have their own malus: a 2/8/2 BB may end with not enough cpu/powergrid to fit 8 ECM after downgrading.
We may even put a limit to the amount of such modules fitted.
Anyway, as said, just an idea, comments are welcomed :D

Implementing this change would require CCP to work out the consequences for every ship in the game. A mammoth task. One of those consequences may be to take away that 4th high slot from the punisher you mentioned, or 2 high slots from the BB other people mentioned, because it makes them overpowered.
While the idea in itself isn't bad, the timing is wrong. This is a decision that should have been, and perhaps actually has been, taken during the early design stages.

if they did this CCP would not be able to control game balance because they would have given control to the player base of one of their most important tools in controlling what a ship can and cannot do, slot layout.
While I like ideas that give flexibility, I like a balanced game more. So I would rather CCP retain the ability to control slot layout and fitting so that I am not fighting god ships everywhere. Heck these limitations are actually part of the fun in my opinion, trying to do what you can with what your given. ******************************************** CEO of CSS Ltd.

I would so like a ceptor with no highslots, and only mids/lows. Imagine a crow with 5 midslots and 5 lowslots or even 4 midslots and 6 lowslots, perfect tackler.
