Duty. might be but MXD, or at least their CEO, are known to take Boosters. His problem stems from him thinking that they do something else, which even Heartstone and his research has revealed nothing.

Perhaps make a product that helps the people you are trying to protect that doesn't involve putting a chip into their head?
Would make more sense and be more productive than seeing a War Target then go puffing your chest that he isn't undocking.

Also seems slightly hypocritical of him to complain about Naqam 'Fleeing' to Delve, and not fighting when they came to the Federation. And then 'Flee' (or move, whichever really) to Solitude.
