Well I'm about to level 3 missions now, time to give up the kestral. I can use med turrets and Torpedoes, but no cruise missles yet. What kind of load out should I use? Can I do some kind of blaster set up and some shield tanking and expect to live? Or do I need to go with rails and a smartbomb to defeat incoming missles?

A blaster setup will probably get you killed hardcore. Best bet with NPCs is staying at range and shield-tanking to handle any missiles they throw, NPCs don't follow the same rules as player ships do.

Moa is one of my favorite ships. I would go for a long range setup 4x250mm if you can fit them. The Moa has good shields and 4 med slots so I would definitly go for a shield tank (as a caldari should do ). I personally would go for med shield booster, 3xhardeners. I haven't done any calculations but I would think that since you know what kind of damage your opponents do it is better to go for 3xhardeners instead of 2xhardeners and a shield booster amplifier but you should try both setups just to be sure. __________ Capacitor research |

Everyone has the right idea here, on fighting style. Stand off at 40km and blast away with 250mm rails. With combat missions from your agent, you choose the range of the engagement when you warp to the bookmark.
What people donĘt seem to think about is that you most often have to go down range after blasting your quarry, to pick up loot cans. Trundling down without even an afterburner fitted will become very tiresome soon, it also means that you take around 15 minutes to do a combat mission one hop or within your current system.
You can fit 4 250Ęs and two launchers on a Moa fairly easy; one of the launchers must be a frigate launcher, unless you have very high engineering/electronics skills.
An afterburner rather than a MWD is more effective for combat, as you do not suffer a Capacitor or shield penalty, and is easier to fit onboard.
Load outs should be situational; this is what gives you a big edge to win any level 3 combat mission. You know what you are fighting, and where they are. Fit your slots to match the numbers and types of ships you are facing.
Mid: AB, Mid Shield booster, sensor booster/web/tracking computer/shield hardener #1, sensor booster/web/tracking computer/shield hardener #2
Low: Reactor control unit/Power diagnostic (Until all the high and mid slots fit), remaining lows, can be Overdrives, damage pumps, tracking enhancers, sensor booster.

Get a thorax for lvl 3 missions. Just drop drones.

Ewww.... don't get a Thorax.
Moa is a sweet ship, should be great shieldtanked. IMO an amp is more useful than a kenetic hardener so I'd fit the best med booster I could (med C5L really isn't too hard to find) and an amp if possible then the EM and thermal hardeners. The lows you can do alot with, you will need to fit a reactor control or 2 to fit those 4x250s so you have 2 lows to play with, cap relays are a good thing to have when shieldtanking but Moa has alot of cap to begin with. Might try fitting one relay and a damage mod since you already get a bonus to range but not damage. Basically fit reactor controls till you can fit your guns and launchers (2 heavy just train engineering/electronics, you'll need it anyway.) Then fit cap mods. Trust me, you will LOVE the Moa, best cruiser in-game IMO.

I've used all the level 3 cruisers in level 3 missions and they can all do well.
The advantage of using a Moa or a Rupture is their ability to defend themselves against missiles using defenders. I don't really like using smartbombs as they eat up cap.
Maller allows you to use five turrets and save a sixth highslot for a smartbomb.
On the Thorax you have to sacrifice a turret to fit a smartbomb. The Thorax is actually the only level 3 cruiser with only five hi slots. All the other three have six.
But I still like to use a Thorax because I can tell how fast drones can decimate an entire mission spawn. I often don't use my guns at all, just dedicating all my cap to my shields, while the drones chew up target after target. If I want to use guns, I got named 250mm and dual 150mm rails.

When you guys are talking about hardeners, do you mean the 50% ones that you have to activate? Or the 15% passive ones?

The activatable 50% hardeners. The passive ones really arent worth it.
