GM permission? If you're running in the election yourself, you are free to contact as many people as you wish, as long as you aren't contacting the same people several times.

If you're not running, if you're sharing it with your friends/your own corporation, that's one thing and that's allowed. Mass mailing to everyone you see is quite another. The GM's will use their discretion when dealing with reported cases of spamming as you mention.

Lyris Nairn is a CSM candidate, and under the rules enacted by CCP is free to email anyone once.

Goes to show how much respect the Goonswarm actually has for the CSM, when they run a candidate just to do The Mittani's Spam.

as no one in eve can be expected to know who is an alt of who, the only reasonable interpretation of that paragraph is that each character may only be contacted once
