I need to know how to do missions fast, i'm aimed to full t2 equipment, i don't want to use a marauder yet, but i have t2 cruisers and bc's (both amarr gallente and minmatar) if this helps.
I've done lvl 4 missions for a lot of time and i have plenty of sp but i until now i didnt have the time to devote to eve so i want to recover the lost time

Maximum firepower, just enough tank to survive : just about any of the Gall/Minnie BSs can pull this off. Dominix and Maelstrom are the usually prefered ships, but Megathron and Typhoon have nice mission-fits with high skills too.
In most cases, Marauders aren't even significantly better off at completing the mission (but they are better at cleaning up afterwards, or better said while you kill stuff). Want something (relatively) cheap, easy to train for, fast and versatile ? Just get a damned CNR and do what most people do.

and i'd like to know a more efficient method to do missions '^^
Like.. a railgun megathron?
Of course i dont need 3 hours to do a mission but i feel i could do them faster '^^
but the problem is that i kill serpentis and serpentis have.. TOO MANY LONG RANGE CRUISERS AND BS! and a dedicated close range setup with a deimos or an astarte takes too much time traveling from sniper cruiser to sniper cruiser '^^ so i don't know what to do

Sentry/rail dominix is your best bet with your skills. Put a couple sentry damage augmentors on her and watch the isk start rolling in.

I'd say Domi with rails and sentry drones or a rail Mega is the way to go. Guns feel so much faster if you have the tracking to hit most targets compared to missiles.
I went for Nightmare back in the old days as Amarr to have a part changable damage, but right now it's a pure gun platform that reaps through missions.
So yeah, gun related ship with lots of gank and just enough tank to live. When you get to know lvl 4 missions, you hardly get to tank much. I often just use 1 repper/booster and 2 hardeners in most places.

if your not interested with salvage...
Apoc with megapulse and range rigs, skin for a tank with lots of damage mods.
Dont forget to use faction ammo....

I think you can give this a try:
1. Jump to your mission beacon.
2. Convo character "console" or "~".
3. Tell him: "Who's your daddy".
4. Kill everything.
5. Tell him: "All your base are belong to us".
6. Report back to your agent.

I'll try, after all, it's a good way to use my long time stored lp points.
Since the introduction of the lp store i found the lp to be usefull only to buy hardwiring implants for personal use.

At L1 L2s it's defenetly worth salvaging the wrecks depending on which NPCs that you have to fight against. A single melted cap core is afterall, worth more than the reward from several L1s.
Amarr/Matar/Thukker/Sansha/Blood/Angels are the ones you want to salvage. ---

I see someone else has explained ROI. Basically it's a concept that anyone engaged in PvE ought to become familiar with. In fact it prolly ought to be at the heart of everything we do. It is basically the answer to the question:
"If I spend 500 million on a set of Much Wibbling Missile launchers how long will it take for the difference in ship performance to earn back that 500 million?"
If those launchers will save you 1 second on average per mission then you will have to run many, many missions before you have earned back the initial investment. Assuming an L4 runner's average of 15mil per hour those launchers are paying back at the rate of 4,167 Isk per mission so you'll be in profit on the investment in 12,000 missions Until then it will be more profitable to keep the 500mil sat in your wallet. 
In my case salvaging with a Golem has two ROI advantages: * Speed - 99% of the time I don't need to move because loot is nearly always within the 40km range. * Cargo capacity - From memory my Golem has just over 3,000m3 of cargo. It's an unusual mission when I can't fit everything in. Metal scraps, Cap Booster 800s and all.
I've never measured it but it's possible that it reduces salvage time by 50%. That improves the value of the stuff I salvage (3mil of stuff salvaged in ten minutes is worth more than 3mil of stuff salvaged in twenty minutes).
That difference in value is gradually paying off the initial investment of (if I remember correctly) 800mil.
Whether it is doing so in a way I'd appreciate is another matter. Prolly it will be several years before I'm in profit, lol. What really matters is:
* Salvaging is a lot less hassle when you don't have to move around or worry about cargo space. * I had 10 billion Isk in my wallet last time I looked so I couldn't really care less if/when the 800mil is paid back  -- (Sarcastic mission running veteran, 4+ years)

It also depends if you want to loot/salvage everything. You would probably be able to do a mission in less than 30 min then.
I'm using a Nighthawk to do missions more quickly, with about 520 DPS and a passive tank. But since you can't use a Nighthawk.. you should use a Dominix.
With a decent setup you should be able to tank about 800 DPS against Serpentis and about 550 DPS against Angel wich is more than enough. Your own DPS would be about 600 DPS, depending on Ammo type. For this you should use a full tank in low/med slots (100MN AB is fine too) and Dual 250mm Railguns + Heavy drones. If you loot everything, fit a Catalyst with Tractor Beams and Salvagers and go in after the mission is finished.
