I know it depends where your base is but I docked at a station 2 jumps from a 0.6. its low sec but its fairly safe. There are pirates sometimes in local but as long as you're not mining there you'll be fine.
All the lab slots and factory slots were free.
With instas you can get to it from a place like Yulai in around 2 minutes.

only slots you will find in empire space are the ones that are lost due to the "lack of use bug" or people who lost them due to not paying rent. keep looking you will find some.

You think that finding a research slot ios hard, try finding a Office. Offices are much more work to get at the station you want because in order to lose one you need to miss payment by over a month. Use or no use, the office will stay yours as long as you pay the bill.

I was once picking some **** up in Ordion, and for the fun of it i pressed rent lab, and it worked ! And now im keeping it occupied with a 1mn MWD which should be around 10000ME right now :P just so i wont lose the slot.
Moral: Press rent everywhere you go, for any reason ! Once you will get lucky !

I found one today... in 0.1. Was like the tenth station on my list out of maybe 12 in a region that has a whole clump of reasearch stations in <0.4 space. Rest was completely taken... and in central Empire it's harder.
