Well actually it's a natural phenomenon that happens all the time to get some planets fertilised with bacteria and develop more complex organisms. Some of those bacterias or more like somekind of rock fungi happen to survive quite well inside falling meteors from outer space. Just add water erosion to the whole process and you're on! So all in all, life on earth could well be coming from alien bacterial origins. Here's an introduction.

At the very least reconsidered before spending billions of expendable time, lives and money on a such a project.

Yup, and I can't think of any other way to make a human being feel more alone to believing that building spaceships and meeting an alien race will be the answer to all the questions. Mostly about why he's felt so alone all that time? Awww, such a sad story...Im really crying now, Rofl. Sure do, the little aliens would kindly go "Get to ****!" When the answers are all available to him under his nose the whole time but he somehow got too ignorant to see them.
