So if I understand the OPs point, essentially, you're saying that the SCC is failing in it's duty of care to it's customers.
Can I suggest that you raise the issue with DED and ask them to look into the matter? Perhaps a class action could be taken against the SCC directors if the DED fail to investigate fully. I'm sure Eman Autrech (SCC CFO) would take that seriously. He might even institute a new interface which stops people with an IQ of < 3 from using contracts

The contract scams are easy to spot. Open the contract and look at the contents and look at the monetary value which the player has no control over. Titles mean nothing, you can mostly ignore them anyway.
You want that we go back to the Escrow system? Now there was a really good way to scam players and the whole reason it was changed.
The Escrow system was changed to contracts to make it far easier to spot scams and dumbed down the game to the level of a 10 year old. Don't ask for Eve to be dumbed down to the level of a 3 year old.

It would not be too difficult to assign a "fair value" to every item in the game - many items already have one.
This could then be used in two ways to reduce contract scamming -
1. An extra warning when accepting a contract if the asking price is widely different from the "fair value", and/or
2. (My preferred option) the price to set up a contract should include a factor based on the difference between the asking price and the "fair price", meaning it costs more to set up a scam contract than a normal one.
Personally, I just ignore all contracts from scammers - I doubt I'm missing anything important.

Thats not actually true. If the person were to then not sell the car and was taken to court, the person buying the car would have to prove that there was "consideration" or the contract is not binding. And it can be hard to prove considerationw hen the value and price are ridiculously off.

I don't have a problem with people trying to scam via contracts.

The solution to this is not making some half-baked scam prevention rules, but rather to increase the length of the ignore list for contracts. Currently I think its only like 100, which is far far far too low. If you increase it you can block anyone who puts up a scam contract.
Also I've had no trouble finding no-scam bs BPCs. Those are all legit. Pretty much anything a noob wouldn't buy (READ: Not a CNR) will have plenty of legit contracts.

you want CCP to protect you from your own idiocy? Sorry, the only way for anyone to accomplish that is for YOU to kill yourself. CCP shouldnt change the game to pander to idiots.

A built in reputation system would be nice. Like a +/- rating system on each contract. Of course you'd accutaly have to accept a contract to get a vote for that to work.
