Besides, if the devs were already coding and developing (which is their job, I'm assuming ) the changes to nano before the CSM was made official, then the CSM couldn't stop it from happening, and they certainly didn't need to make it happen, based on the fact it's already happening. Who really cares if this was an idea with the CSM first or the devs? I think it was going to be taken care of, either way.

These will still be flown post nerf - and will still be killed by smartbombs post nerf Smartbombing does not kill nano cruisers, and still wont after the nerf So your smart bombing whine means nothing to the issue at hand except perhaps proving that I gave you a damn good pwning once. Going to go out on a limb here and guess that they had been looking at this far before CSM came around. Plus, the CSM does not drive the exclusive list of issues the DEVs themselves think need correcting. CSM merely brings concerns of the playbase to the forefront.
