Have you not noticed the standard fit required to break the 4km/s mark after the changes, the one CCP Dionysus was using? I give you a clue - look for a thread called 'MY VAGABOND WAS FIT WITH THE FOLLOWING'.
edit: because the post above me does not show any match with that, I am guessing that there is another load of stacking factored in that the poster above me is not able to factor in, as we have not been told about it.

And have you looked at my post-nerf calculations? No Rigs, No Snakes, No Claymore, No Faction-Mods... still easily over 4km/sec.
I don't know what Dyonisos did there, but he did it absolutely wrong and probably without any Skills applied.
sorry edited after reading, but the CCP testbed fit has more speed mods than yours and more implants and goes slower
