I never hear anything about Gallente and Minmatar Level 4 agents in 0.5+ space, are there any?

Of course there is, but there is only one Gallente level 4 agent and he is located in Dodixie. That is where all the mission runners are, where have you been?

There are. 
Gallente combat agents in all corps in highsec are low in number and meh. (as a >+15Q agent in 0.9 or 1.0 system with 200 people in it isnt worth the bother) Corps with agents in 0.6 or 0.7 systems with no low sec next to them are near to nonexistent. There are some nice agents in Solitude, good luck getting your mission ship there.
Dont know much about Minnie agents, though I think I remember checking them up ages ago and going equaly meh as with Gal agents.

That's not entirely accurate... there is only one Gallente Navy lv4 in high sec. But there are other Gallente LV4's
And there are plenty of high Q minmatar lv4 agents in high sec... but it is a matter of finding them.

oh wait... we're talking about mission running here? whoops, nvm... Well... at least the missionrunners are good target practice, right?
:hint: if you're going lowsec... move a bit FARTHER away from the highsec borders
As for highsec... there are plenty of gallente agents in highsec - as others have said, the problem is in finding them.

There's a nice 0.5 System in Gallente space with 4 level 4 agents. Three are even in the same station. They are Q-13, Q3, Q17 and Q18. Be prepared to haul or mine about 30% of the time in my experience running over 150 missions there. With those hints you should easily be able to find it.

uh, lol, thats not entirely accurate either, there are WAY more than just the one in high sec, or dodixie, look at the surveillance agents, you can get alot of l4 missions for low standings with them
and there is also another one in Aunia as well, like 1 or 2 jumps from dodixie that is the agent i am currently using
EDIT: also, to find all available agents, you can click the Federation Navy Corp tab, and show info on them, then you click "agents" then they have a bunch of different types, and like i said, there are a few more than just the one in dodixie, like i said, surveillance has some low standing requirment agents (l4)
but the main two are in Aunia, and Dodixie

Right next door to dixie there is a L4 Q18 Intelligence agent in Auvergne.

Yeah, so you got both the people running missions for it, and people from Didi with missions into Auvergne...
Figure out a way to get to Solitude high sec pocket, lots of very nice agents there.
I think FedMart and couple other Gallente "commercial" corps have nice combat agents way over near Minmatar space.

If you're brave you could try Aschee, it isa low sec but there are about 4 or 5 L4 Q20 agents in that system, only problem (depending on your view) are the station campers.
