The boys were Brutor, attempting to emulate a feature a select few Brutor (known as "Defiants") have. The Minmatar cling to signs of their suffering under our rule as symbols of resistance instead of submission as all slaves should.

And I am sure that is how it will continue to be played out in the media. But at a more simple level, they are kids. Two boys with a history of mental conditions whom did an incredibly irrational thing with no thought for the consequences. If they were clinging to some sign of suffering, I believe they got a good deal more then they planned for now. Hmm, what an unfortunate incident.
How do you know they are boys though? The news makes no mention, referring to them as "youths" or "teens".
The expense of treatment may be significant to their families, but to capsuleers, it will be trivial at the most.
I'd help, but given my heritage, and the current political situation, I'm concerned that any assistance I offered may be refused, under pressure from the extremists.
I hope these teens don't become a political football.

I'm afraid there was no mention of previous mental conditions, and even if there was I'm sure a Republic that can raise a fleet to slaughter thousands of Amarrians can afford simple surgery on two citizens.
An Amarrian giving money to these fools is akin to a Minmatar charity drive for an Ardishapur's artifical hand.

Well, no 'official' mention. But in the news item it does state,
'medical histories for both teens (obtained through undisclosed sources) indicate a long-standing pattern of mental imbalance and self-inflicted injury.'
As for your other points. Why, if the reclaiming is an effort to bring people into the fold of the faith first and foremost, is a compassionate effort to show care and well being for those we'd look to bring to salvation so irrational? I think this is a symptom of an underlying sickness in the Amarr Empire. Those teenagers idolize a blind heretic who is responsible for the deaths of God's children. Amarrians know better than to nurse vipers back to health--if they were reclaimed first, then the possibility might exist provided their holder was particularly merciful.

Yes, in their minds they may be looking up to someone whom they think has done something positive, or at least that is the excuse for this tragic act. However, if it is because they know no better, yet we do, who fails God more? Bah, all this talk of "mental illness" is rediculious. With all due sympathy, they're teenagers. In every world, every day, there are stories of teens whose enthuiasam, idolitry and sometimes rebelliousness outstrips their limited wisdom, to the point where they sometimes end up engaging in a destructive or self destructive activity. Pop stars, older peers, priests and deacons, rebels and rabble rousers, sex, drugs, music, games, you name it. This particular one is only being sensationalized now because of its political nature.
Meanwhile, time will tell what sort of leader Shakor will be and whether his elevated status on the galactic stage will bode for good or ill.

... you know, as tempting as it is to just sneer at their idiocy, I can't help but remember the reason I have a dermal plate on my face, even thirty-one years and six clones after it was first installed. It's a little reminder of my own moment of youthful stupidity.
Here's hoping they're smart enough to learn from their mistake. I'll donate something, if only to help ensure that they get the chance to learn. -

If the clan of these kinda will contact me I will despatch a medical team. Perhaps once they are healed they should consider a term of service in the Republic Fleet. There they may learn to value their lives and those of their kin.
The Defiants suffer from blindness due to the horrendous experiments the Amarr carried out on their ancestors in the Human Endurance Program. When a Defiant declines the treatment to restore his or her sight it is a personal choice and one that garners respect whether they wish it or not.
It fills me with joy to hear that our next generation of warriors hold such a noble man as Shakor in the esteem he so rightly deserves. The example set by these ill and disturbed children is a poor one and I hope an isolated case. Part of me would see them remain blind as an example, to squander your health when you have the privilidge to be born free and whole is wrong. But they may instead be honoured as Defiants by the unwitting and they do not deserve that.
I offer the aid needed to heal this pair but only once. If they wish to do honour to our living ancestors and earn honour for themselves then the scars they carry must be gained in battle as Matari warriors.

I'm sorry, I can't recall exactly why being fundamentally ******ed deserves any sort of compassion from myself. There were much simpler methods available to achieve their goal, and yet, they decided that industrial strength dyes were the absolute best thing to use on their eyes.
And seriously. A huge outpouring of support for these nimrods will only result in even more cases of people showing us just how much of a failure at life they are. I for one am sick and tired of having to waste news space on hearing about how someone got caught being molested by their slaver hound at a sporting event or how someone decided that hopping into the Veldspar processing unit to see if there was candy inside.
The best way to fight stupid for pod pilots is to kill it. Works even better for everyone else, too, as cloning just isn't there to let them act even stupider in future.

The ones bearing the burden, financial and social, are their families, the ones who raised them.
Let the money go to their families. They shall decide what to do with rest of them should they exceed the medical bill. Personally, I'm hoping for something along the lines of being shipped off to some military academy. Those instructors sure know how to drill things into your head.

I like the way you put that first part. 
Whether or not the attitude is stereotypical of one race or another, it is still correct. If those wayward fools wanted to, say, sign binding work contracts to cover the value of their treatment, then that would be a different matter. But charity here, for self-inflicted blindness? Absolutely not.
