First, I did a search and found some posts a few years old, so Instead of 'bumping' them, I thought I would see if this info has changed.
Lets say you have a name that you are ready to change. Lets say it's "Idio T".
Can I change it yet?

Depends on how old your character is, but generally speaking you can't change your name unless it's been reported as offensive. If you just created it a couple weeks ago you may be able to, but I wouldn't count on it.

Not unless you can convince a GM that it is offensive to some people and that you didn't intentionally choose it because it was offensive.
However, I expect that a GM would simply laugh at it instead of find it offensive.

I would have to say after looking under account services the answer is no. They only show the ability to change portraits, change accounts, and sell ETC.

TBH all petition it as offensive to people with below normal intelegence.
Maybe the gms will be laughing so hard that they'll just let u change it.

I recently wanted to change my main's name just because it sounds stupid on comms when people try to say it the first time.
I thought it was kinda neat but now I'm tired of it.
I was thinking, though:
Since it seems that with Ambulation we'll be able to change our looks on the fly, maybe CCP would be interested in replacing the portrait change income with some name change income.
I understand the intent to make sure people don't duck accountability by switching their names, but how about this:
I pay $20, CCP changes my characters name and adds to a searchable list on the website Name1 -> Name 2 and then the date. Could even make it a forum so people could flame a notorious scammer trying to change his name.
Seems rather simple to me, but maybe I'm missing something.

I doubt it would work, but you could get a friend with no in-game connection to you to report your name as offensive (and come up with some decent reason).
Worth a shot, perhaps.
If you're quite new to Eve, I'd just biomass my character and start anew. A couple of million sp is nothing vs an 'idotic' name (sorry had to).
