I played around abit and found 3 starts that are fantastic. One of which is no faction specific.
One is probably well known. Gallente, military, special ops. This starts off with full compliment of 5 drones, setup to immediatly start training combat drones and drone interfacing. The ship skills like all special ops start allows for a qucik push to Cruisers. IN this case the Vexxor with 5 hammerheads in less than a week. And in a DOmi in less than 2 months doing level 4 missions.
Another fantastic start is, Minmatar Industry, engineer. SInce this is the only start with level 5 in industry, your path to a retriever is much faster. 1 week or less you are in a retriever making good fast money. This makes the Industry start better than prospector for mining for isk. Fantastic 2nd account miner.
Any race, Industry, Prospevtor. This start is ideal for those who want to get theri learning skills done asap. It is also able to immdiatly learn cybernetics ( making it the first thing you shoud train.. even before learning skills ) And can quickly get salvage going.
These are the only starts that have really stood out to me. Being able to use t2 weapons on day 1, or start a large corp on day1 seems to be under fed in comparison.
I am hoping for other opinions and ideas to be pointed out to me. I consider the missing pleasure hub interior a bug.. even if it is not. Please fix it. :P |

Fast Starting Char Build Thread - >
t2 guns on a rifter with only 12 hours training.
Pick Brutor for your bloodline.
Assign the additional 5 points to: +3 PER, +2 INT For Heritage, choose Slave Child (+2 Per, +2 Will) For Career, choose Military For Specialization, choose Soldier
This will start you with Charisma 6, Intelligence 6, Memory 4, Perception 14, Willpower 9, plus 4 Perception from your starting Spatial Awareness IV skill
Train Motion Prediction, Level 1 [20 min], [1 hour 37 min] for level 2, and [9h 9m] level 3 Total 11Hours 6min. for Motion Prediction III and that opens up Small Autocannon Specialization I (31 minutes, 17 seconds)

He's still in Minnie lowsec, having the time of his life. -

Khanid Cyberknight Engineer. A win/win pick no matter how you look at it. REGARDLESS of race you want to train for, maybe except Caldari. Assault frigates in under two weeks ? YES PLEASE (especially now, that they plan to buff'em up significantly). And the cybernetics right off the bat is not bad either.
Any minmatar special ops too, for the AWESOME speed fits. PvP-ready in less than a day (including propulsion jamming). Maybe not T2 guns and T2 fit, but a damn fine speed tank... either on a Rifter or a Stabber (get to train minie cruiser as soon as you can afford to buy it).

Blind luck led me to this one. Drones certainly make up bulk of my skills right now. Great for PVE, working on others to make myself a harder PVP target. Fun having T2 drones ripping through things, even doing Level 3s in my Vexor, although I did lose two Hammer IIs last night ouch. -------

Just discovered another one.
This is for a 2nd account support role.
Ammar military special ops.
Able to use t2 remote armor reppers, and t2 cap rechargers t2 power diagnostics and other t2 engineering goods. Tied with the ability to immediatly start training in cruisers. At cruiser level 2 ( about 6 hours after birth ) put him/her in an arby with 4 cap rechargers t2, and t2 power diagnostics in lower slots and a t2 large repper in high. 3 t1 medium drones. And assist main in level 4 missions ( just be carefull of agro ) IN a short amount of time youo can add 5 logistic drones to the equation. This allows you to up the dps of the mains ship, and or runaway less often heh. either way by finishing level 4 missions faster you increse your isk by a large amount.
My second account now has a minie engineer sharing training time with an ammar special ops. :D
ps. normaly I would never use ammar or caldari. but Ni-kunni ancestry allows for the exception :D I consider the missing pleasure hub interior a bug.. even if it is not. Please fix it. :P |

Summery:
minmatar industry engineer >> advantage: Lv5 industry, fast to retriever (decent fast to skill up miner)
minmatar military soldier >> advantage: t2 guns on a rifter with only 12 hours training possible with right attributes at start. (Brutor>Slave Child, additional 5 points to: +3 PER, +2 INT)
gallente military special ops >> advantage: 5 drones, combat drones + drone interfacing + Cruisers quickly gained.
Ammar military special ops >> advantage: t2 remote armor reppers, and t2 cap rechargers t2 power diagnostics and other t2 engineering good + mmediatly start training in cruisers
any race industry prospector >> advantage: cybernetics, salvage, quick with learning skills.
I like this thread and its helpfull to new players that would like to have a brilliant start in 1 field. You guys did some great finds.

Apparently I picked well, because this is what I am. I picked it purely for role-playing and "cool factor" reasons, though, as it's my first and only character.

All those are great starts for people who want to start playing very quickly. However I'm in favor of choosing best attributes first. If you take into account all skills in game, their rank and combination of primary/secondary attribs, you will find that most important are Inteligence and Perception. From all races/bloodlines I think Caldari Achura have best starting attributes.
Now about career. If you will choose career in line with what you want to do, you got few skills that you could learn relatively fast (assuming you have chosen correct attributes). However if you choose career absolutely different (eg choose Enterpreneur if you want to be PVPer) then you get skills using attributes that you have very low. So the starting 800k SPs, is worth either few weeks of skilling or few months. Of course this approach works only if you want to stay with eve for some time.

That is the route that i went down. I was keeping a domi tanking all the aggro in a lvl 4 mission and transferring cap to an af that was ab'ing around indefinitely. This is an awesome route to go down and in about 30 days you can get the character into a Guardian which my alt now flies  Sig removed, inappropriate content. So I make a new character, after having tried every race for a few days to see which weaponry and ships I like the most.
Id like to recammend the; Amarr>amarr (+3per +2int)> wealthy commoner (+3mem +1chr)
starting base:
4 chr 9 int 9 mem 7 per 10 will
I think this is as close to the 3/9/9/9/9 Caldari/achura/Monks as a Amarr can get, so for those that want to make a pewpew lazer character from start, I can recammend it (based on the fact that im useing it myself, its the great start because it wont be something you regreat lateron for makeing (since its pretty ballanced)).

I chose the minmater sebastior tinkerer special forces start for 2 reasons.
1. Excellent attributes spread especially for what I want. (high intelligence for EW and general support skills)
2. Not many 'wasted' skill points. The thing with this start is there are only about 6000 or so skill points trained that I don't really have a need for. But others seemed to put a lot into unnecessary skill points.
The extra speed is also really nice to start with.
