Why would anyone go to low sec besides running through it on their way to high sec or 0.0.
A bit off topic but since you brought it up I'll answer. Low sec is devoid of targets not because high sec is this magical high-profit land, but because it's been over-hunted. Coupled with the fact that in high sec you can do activities for longer periods of time but with less interruptions makes it less of a hassle to operate in. This patch may actually bring new life into low sec since it boosts anti-piracy and low sec. Anti-piracy isn't exactly what high sec pirates want but welcome to Eve, where there are consequences for your actions. The bulk of high sec pirates are being forced back into low sec, where they will face anti-pirates, and hopefully it will attract high sec dwellers. I personally operate in 0.0 and low sec. I can see how this change negatively affects the "free-lunch" PVPers. But I really have no sympathy for them anyway.

This! Eve has actually gotten tougher for the "free-lunch" PVPers. But alas, it's not what they really want, is it.

High sec mining is more profitable at the moment because not enough people are mining the low end ores. Supply vs Demand. Simple as that. CCP didn't all of a sudden decide Veldspar will be worth such and such. In a way, we, the playerbase, have decided that. If we don't like the current ore prices make these prices work for you. If Veld is profitable at the moment, hop on a hulk and mine it yourself in high sec. If enough players did this it would bring back down the price of trit.
In reference to your missions comment. Running missions in low sec IS more profitable than high sec if the interruptions were the same. Whether you believe this or not is irrelevant. The difference is that in high sec you spend longer periods of time uninterrupted while in low sec you don't. But this is the symptom brought about by the overhunting of low sec. In low sec pirates ran unchecked. With anti-piracy now having a better chance of survival things may actually change for the better driving both carebears and pirates into low sec.

I was referring to low end ore prices, not mission payouts. That's a whole different story altogether. In any case mission runners may have a reconsideration once this change is applied to TQ. It creates a sense of security in low sec, and if it holds some water may actually keep some players in low sec. This is what this change is aiming for.

The problem with the status quo is that low sec is too risky at the moment, precisely because pirates run unchecked. A bulk has now crept into high sec looking for cheap and easy kills. Part of the problem is that it is unreasonably difficult to challenge pirates in low sec without becoming a pirate yourself. This is a major boost to anti-piracy. And this in turn, is a major boost to PVP and piracy in low sec. The bulk of PVP is being moved to low sec, where it belongs. You can still "PVP" in high sec, in the form of suicide ganks (or whatever else) but it will suit you best to do it in low sec. I don't see anything wrong with this line of reasoning.

Then all is well. There will still be suicide ganks in high sec and there will still be enough mindless PVP in low/0.0 sec. In high sec, things get a bit more interesting for the criminal-minded. View it as a challenge. It's what we want; a harder Eve, no? Pirates also now get the extra bonus of facing more antipirates in lower sec.
