The web changes make the Bhaalgorn a difficult prospect to fly, post-patch. There will be the following problems:
1) It can already turn off MWDs using it's impressive neut bonus, so the growing influence of scrams encroaches on its niche.
2) With such weak webs, even many dual-webbed ships will escape its grasp, which goes against the theme CCP had designed for the ship, both in aesthetic and purpose, i.e. vampiric heavy tackler that drains the life out of you once it has you, etc.
3) With less nano-ships generally, it's niche would naturally be reduced, therefore making it a good candidate for a boost anyway.
4) The Marauders will be more useful in holding a ship down, due to the amount bonus, than the Bhaalgorn. But the Marauders have other bonuses and although this is a strength of theirs, it is not their specialisation.
Proposed:
- Add a web amount bonus, at least equal to the bonuses of the Marauder classes. - Possibly 5% more to the range bonus per level.
- In the long run (less of a quick fix), whilst keeping the armour tank, consideration could be given to switching the laser bonus and turrets to launchers. The launchers will fit in better with its modern role of neutralising (as opposed to NOS, in the past) and it makes a nice balance for the Nightmare having gone purely with a lasers + shield tank combination (in the past, Nightmare was 1/2 launchers).

That's possible but I think the web amount bonus would be more crucial to its role. Further nos/neut range can be attained through faction equipment (for what's anyway an expensive ship).

as long as cruor and ashimmu get the same treatment ^^ although faction neuts worked ok'ish on the ashimmu, the cruor bonus was just wasted, neuting ~6km
but then again... they all lack powergrid - badly - putting the gist back into logistics |

Well, pirate faction ships were already getting obsolete more and more from patch to patch. The sansha line got a nice reworking, probably as a personal pet project of a dev, but the rest... just forget about them.
There hasn't been any pirate faction love since I play, don't hold your breath.

no it's a faction ship not a minmatar ship.
thus mintatar would get a range bonus and blood raiders would get a standard web strenght bonus.
with this change mabye nwe could get in the rest of the bloodraider NPC tech 1 ships with only 2 bonuses that would be cool, all with bonuses to web strenght instead of laser cap use.
eve should not be one ship, one module.

Another possibility replace the laser cap use with neut cap use, and the web range bonus with neut range bonus, so it becomes a pure neut ship.

Bhaalgorn was a very handy ship in the nano-era though, so seems sensible to maintain its niche.
