Trust me, there's always ties. Unless he uses a different computer with a different ISP to log into his alt and NEVER mixes accounts and computers and ISP combinations, CCP can tie them together. And then all you need to do is point them in the right direction by saying exactly how the transfers would occur: he'd buy the ISK on his alt, then filters it through WHEREVER, then transfers it to his main (or even his main's corp wallet).
To be honest, it's up to you what you want to do. If it were me though, I wouldn't petition him until he has or is about to screw you over. Until then, he's not harming you, so there's little reason for you to harm him. And if he does decide to harm you, you can remind him that you'll get him banned for it. Blackmail can be a powerful ally.

I found out that one of my friends, who just joined eve, used the same 'service' (apparently found out from the guy I talked about in my OP). Does CCP treat a player with months of experience and who should know better, differently to a couple weeks old character who just got led astray?
I don't want to hurt my actual friend for being a noob, but the other guy... I'm just annoyed at.

ISK buying's not an exploit per se. It's a TOS/EULA violation. Exploits abuse holes in the game code. Mitnal's a dev, not a GM, so he probably didn't have the petition category list memorized.
Either way, it'll get looked at. :)
