The Lachesis isn't meant to fight up close and personal. It's supposed to sensor damp its target and shoot its target from beyond its newly reduced locking range.
If you want HAM bonused ships, train Amarr or Caldari.

Huginn is also a stand off ship, but does get the bonus for HAMs.

HAMs aren't that much of a close range weapon anyway. Say hello to Javelin missiles.
