Joining the nano-horde or training to counter them (Min Recons) are not exactly diversity (over simplified to make a point)
I take it you are using a new mirror to make the changes in an incremental fashion as has been proposed in some of the numerous complaint (whine is such a negative word) posts?
I very much liked the fact that small ships had a purpose again and was not insta-stomped by anything larger. The move away the mandatory MWD also encouraged active tanking over the, quite frankly, stupid buffer tanks you see everywhere.

I would be fine with: 1. Web changes in some form 2. Warp Scrambler changes 3. AF changes (PLEASE!?)
Plus whatever is decided regarding snakes and polycarbs.

Change to omgwtf speed is simple.
Nerf speed modules a little bit. Nerf their stacking a lot, so a slow ship with a lot of low slots doesn't magically become faster than a frigate. With slight nerf to ODIIs and a quite a bit nerf to polycarbs and their stacking you solve most crazy speed issues. Stuff that should go fast (yes the Vagabond, but im generally thinking of all Minnie ships and all races frigs ceptors and assault frigs, and EASes too) should have base speeds and masses such that they dont need 20 low slots speed modules to work.
Webs in current state are way to op. They are a module that will make you for all intents stop if you enter the 10km sphere. They could have fixed strenghts based on meta level, and unchangeable optimal and falloff. 90% speed reduction at 6 or 8km, and 6-8 km falloff. Recons with web bonuses could increase both optimal and faloff or only one of them.
Nerf MWDs, increase sig penalty, increase agility penalty. You will get to range and stuffzorz, but you cant permarun MWD and orbit anything at closer than 20-30km.
And finaly, if its underused, buff it. Buff the afterburners.

Daaaang, and I've been losing my nano ships in stupid, comedy ways. Oh well at least they are cheap to replace atm.
All the speed changes rolled back? Even the scrambler changes? Hmmm, this next patch will be very interesting. --
