One war dec for each of the attackers, waaaay too many war decs for the PA.

But what you say is perfectly correct, well-written, and i second the gun-firing tax being a proponent of gross exaggeration to make a point 
Fact is i got caught up in the shiny new toys to give this segment proper thought. The CVA and friends, as well as Oracle and the PRM, will now be sending millions and millions of isk every week to - whom exactly??? - in order to try to provide the amarr-minmatar content like all the flaming n00btards have been telling us to "figure out ourselves" instead of "whining for content." Fine, we're starting, finally, to organize ourselves better.
And now we're going to, what, cancel the war on alternate weeks to go mine like carebears? Perhaps the CVA and PRM can hold joint mining ops to help the younger corporations pay for their wars with each other :P.
It's a bit silly.
And yeah, who ARE we paying?? Are wars really just bribing CONCORD not to gank us 
Is the amount any huge sum? No, of course not. Is it one more drain on the resources of anyone trying to get some real RP done and contribute to the storyline and hopefully entertain any third party who might be in the vicinity? Sure is. Are we all just meant to suck rocks all day and initiate new members into the wonders of veldspar every weekend? It's starting to look that way 
If there was even a sane, properly-working market and player-run manufacturing base, this would be better. It isn't the need to make money that's the issue, it's the time issue and ingame time spent. Mining ops for cash are time consuming and holding off engagements for a week or 3 while we all mine like our fur depended on it is lame. Manufacturing requires an initial investment, lowers mining time (at least it bloody well SHOULD) and gets us back to doing what we ought - blowing each other to bits in the name of freedom and empire (respectively)!

it makes sense if you look at it from the standpoint of paying off officials (CONCORD) to look the other way. but, maybe it would be better to have Empire Wars have a wartax inplace, but not 0.0 space. i mean, 0.0 space is supposed to be free of the influence of CONCORD, right? so how are they collecting the money for the wars?
maybe there should be a radio option when declaring a war...
- Declare a Non-Empire war on this corp. Acts of aggression without CONCORD response will be limited to 0.4 systems and below. Acts of agression done in Empire Space will be dealt with by CONCORD as normal.
- Declare an Empire war on this corp. As a result of processing the [paperwork/holoreels/data sheets/whatever] to sort out aggressive acts from war acts in Empire Space, CONCORD is imposing a 1,000,000 tax per day for this war declaration.
maybe it would be better and make more sense this way. it doesn't really make sense to have a political influence that can tax pirates in space they have no control over...

Also didn't I read that if a corp is in an alliance then it can't be war dec'd by another corp unless they war dec the whole alliance? If thats true its retarded.
Example:
1. n00b corp one gets ganked by P0ma in low sec. 2. A few days later n00b corp sees Prop mining veldspar in Yulai. 3. n00b corp says hey those SIM guys are the one who ganked billy. We might be able to hit them mining to get some justice. 4. n00b corp tries to war dec SIM. 5. CCP tells n00b corp " Sorry but if you want revenge you have to war dec all of CA. 6. n00b corp ( or hell just about any corp) looks at their ships and wallet. Then they estimate CA's ships and wallet. You know how this turns out already.

Who would declare war in 0.0? I think this is a stupid idea for Empire, but if CCP are going to spread Concord's influence to 0.0, then it will probably be game-over for a lot of players.
I have to say that I've been enjoying the game a lot more recently in Empire (I spend a lot of time agent running), since two corps declared war on my corp. It just adds that touch of danger to every journey. This is what it used to be like before Concord was made uber. Thanks guys

I'm glad that the Sassy Squad has finished spitting all over itself trying to be clever, and that more people realize the folly of this silly imposition. If the aim is to get rid of "pointless wars", then impose an one-month timer on all wars, forcing people who wish to sustain warfare to redeclare. Merely this action will probably end these "forgotten" wars you're so up-in-arms about, no need to screw the small pirate bands and mercenary wings out there.
Someone said this proposition steps all over roleplay - I challenge that it stomps on all that is good and holy. Supporting this change is supporting the terrorists, and if we have to pay for war, they've already won.

as far as Im concerned..the name for women who do that sort've thing wont be repeated by me because I'm a lady...yes..I realize there are women out there too who are deathly afraid of a giving a noob a halfway chance to make it in this game and who are "run by men"..all you women out there who are declaring wars of your own free will without needing or accepting or receiving applause from your male counterparts..please stand up..I doubt theres alot of women who will answer that query..(dont mean to burst your bubble deary..but if you truly have no male friends whose ego YOU are stroking..I'll look at this issue differently)
Plain and simple..CCP is realizing that their "player owned" "Player run" society has been overun by bullying egomaniacal "warmongers" who do nothing more than claim regions of space up to and including empire and camp gates so that the first new player who happens to stray into 0.4 or below becomes and "instant victim"..Thats what I know..and Im not misinformed.

A better idea than the war fee would be something cooked up when there was a big fuss about alts - war declarations only applicable to corporations a certain ratio of mains to alts.
Can't be arsed to find the thread but I'm sure some of you remember it.
If they ARE going to charge a corporation for war then it should be a lot higher than 1M per week.

the one thing here I can't understand is all the whining against this "tax".
The majority of the whiners say it won't affect people using alts to declare war against newbs, or it won't affect the huge amount of frivolous wars.
So wtf are they whining about then?
It seriously can't be the amount being charged can it? I can make enough for a year's worth of war with a single non-alliance corp in less than a day of running missions. If an entire corp can't scrape up enough for just a single month's war of war taxes, wth are they doing going to war then?
Really, someone explain to me how paying a fee to declare war is going to ruin your game. You don't *need* to declare war on a corp if you're a real PvPer who's flying and fighting in 0.0 space. You only *need* to declare war if you want to fight others in empire space. And if it's gotten to the point that your enemy has turned tail from 0.0 space to hide in Empire, doesn't that imply that you've won?
